Christmas seems to have come up on us very quickly due to this mild weather. The weather has been great for growing plants and for getting people into the gardens which is good for us. Watching interstate weather and it seems most areas have had a mild and wet spring. North western Victoria is talking record crops which is great for the rural economy. Problem of course, is if everyone has good yields then the prices can drop but we can look forward to a strong rural economy and thus good rural sales. Sometimes we have to question the ability of the bureaucracy to think. Listening to comments on the backpacker tax and it seems that the government is just bringing back packers into line with other non-resident s taxation. I didn t k now that non-residents pay different tax to residents. As an employer all I do is ask for a Tax File Number and then ask them to complete the ATO s Tax File Declaration form. It asks them if they are a resident for Taxation purposes and they then sign the form, I complete my section and send it to the ATO. At no stage do I ask for any proof of their resident status and even if I did, how would I know if they are telling the truth. I suspect they may... Continued on page 4

If they did fill out the form correctly and are not Australian residents (for Tax purposes) then they have to not claim the Tax Free Threshold. This is fine as it is their problem if they do not declare their status correctly. The new proposal is really clever as we now have a new tax rate which means we need a whole new set of tax tables. This means that the accounting companies will need to redo their software and we will need to update ours possibly at an extra cost. Those still using the old fashioned printed ones will have to get new ones and change all their settings. These updates are bad enough but how are we supposed to know if the person is a visitor or resident for tax purposes? If they ask and we give the wrong answer are we liable? Do we now need to actually see their Visas and passports? Will NZ visitors be different from UK or USA or European? Is it the 15% for all earnings or just the first $30,000? We will still lose many backpackers as 15% is still more than nil. Many employers in rural industries and hospitality are losing production/sales due to lack of staff. It is causing problems all over the country. Is this really all worth it? Is the total tax take from backpackers at 15% that much? Why didn t they just leave the backpackers paying the same tax as all other workers? After all the majority of what they earn they spend here. In coming here they bring funds with them which are then spent here. They do jobs we cannot get locals to do and they add to the matrix of our society by exposing people to different cultures and philosophies. They don t take much from the public purse as they don t use the education system and have their own medical insurance. In other words they are a valuable asset to the Australian community. If the government really wants to improve the budget in this area find a way to make dole recipients do the work the backpackers are doing. Then we would have locals doing local work and not have the issue of foreign workers taking our jobs. Most of all we would not be paying out welfare payments and instead they would pay tax. Whatever logic is used the system has given us another hassle to deal with. Anyway it is December and Christmas is nearly here. Time for good food, family get togethers, gift giving/ receiving and just fun times. We all wish you and your families a fun and enjoyable Christmas.
