1 2017 General Terms & Conditions Colorado State Fair The following terms, conditions, and requirements are general in nature. They apply to all departments and to all competitions at the Colorado State Fair. Additional and specific competition requirements are set forth within each individual Department s competition requirements sections. Both general and specific competition requirements shall apply to all competitions unless specifically noted otherwise. Every exhibitor entering into any competition at the Colorado State Fair shall comply with the competition requirements as set forth below and shall comply with any additional or specific requirements as set forth for each, individual competition. Submission of an entry to the Colorado State Fair expressly binds the exhibitor to all terms and conditions contained in any and all parts of the Colorado State Fair Premium Book and the Colorado State Fair Authority Rules as adopted at 8 CCR Exhibitor Entry Responsibilities Entry 1. Competition is open except where otherwise specified. 2. The Colorado State Fair is not responsible for any loss, damage, or injury to any property while on the Fair s grounds. 3. Colorado State Fair Management does not discriminate on the basis of race, creed, color, sex, age, or any non-merit factors. 4. Exhibitor hereby indemnifies the Colorado State Fair from any and all legal proceedings in regard to a challenge to any rule, regulation, or competition requirement. 5. No animal or article will be entitled to a place on the grounds until proper entry has been made. 6. All entries must be made on regulation forms (printed or on the web), properly filled out, and accompanied by all fees whenever required. Entry Limit 7. The Colorado State Fair management reserves the right to limit entries to facilities available and to cancel any division or class in which, in its judgment, the entries are insufficient to secure adequate competition. Entries may also be limited or not displayed based on size, content, subject matter, or for any reason determined not in the best interest of the Colorado State Fair. Any return of entries under this rule will be done at the sole discretion of the Colorado State Fair management. Ownership of Entry 8. Exhibitors must be the bona fide owner of their entries. The Colorado State Fair management may demand such proof of ownership as it deems necessary in each case. Exhibitor Liability 9. Each exhibitor will be solely responsible for any consequential or other loss, injury or damage done to, or occasioned by, or arising from, any animal or article exhibited by him/her. Exhibitor agrees to indemnify, and hold harmless, the State of Colorado, Colorado State Fair and all officers, agents, and employees thereof from all claims, demands, damages, costs, expenses, or liability costs, suits or actions of every name, kind and description, brought forth from or on account of, injuries or death of any person including but not limited to workers, and the public, or damage to property resulting from the performance of the exhibitor or entries. Neither party shall request apportionment of liability by a jury.
2 No Guarantee 10. The Colorado State Fair cannot guarantee that all exhibition requirements of an entry can be provided (i.e. electricity, a showcase, a pedestal, special lighting, special location, total space requirements, water source, computer services, or any other special requirements). Entry Errors 11. The Colorado State Fair management is not responsible for finding errors in entries. Exhibitors are responsible for any and all errors which were submitted online. No exhibitor shall be entitled to an award which has been disallowed as the result of his own error. Verification 12. Online submissions will receive a confirmation once entries are submitted. Responsibility 13. The Colorado State Fair shall not be responsible for exhibits remaining on the fairgrounds after designated release times. All Still Exhibits or display elements remaining on the fairgrounds after designated release time will be treated as abandoned property and will be disposed of on or before December 1 of the same year. Removal of Entries 14. An exhibitor may not remove his or her entry from the Colorado State Fair once it has been accepted. Entries must be on exhibit at the official opening of the Colorado State Fair or at any other time specified in the Competition Handbook and shall not be removed from the fairgrounds prior to the release date printed in the handbook, except (at the discretion of the Colorado State Fair management) in cases of positive evidence of sickness, accident and/or death, or other circumstances that are in the best interests of the Colorado State Fair. No exhibit shall be released without a properly executed release form. Release forms may be obtained from the appropriate Program Manager. Dishonored Checks 15. A penalty of $35.00 per dishonored check must be paid if a check for payment of entry fees or other applicable fees is refused by the bank. Only cash, credit card or cashier s check are acceptable for the dishonored check and the penalty payment. Exhibitor must resolve issue prior to competition in order to exhibit. Design 16. The Colorado State Fair assumes total design control over the presentation of the exhibits. Entries designed for hanging and not so equipped will be hung in a manner deemed appropriate by the Colorado State Fair. No exhibit changes will be made once the entries have been displayed. Once an entry has been received by the Colorado State Fair, no further handling of entry by exhibitor shall be permitted. Relocation and final placement shall be accomplished by Colorado State Fair personnel. State Fair Employee Participation 17. No person shall be an exhibitor or sign an entry form as an agent in any Division or Department in which the exhibitor is a department head, judge, or paid employee. Disqualification Entry Disqualifications/Transfers 18. A complete exhibit eligible in more than one Division and/or Class shall be entered and judged only in the Division and/or Class for which it best qualifies. The Colorado State Fair or the judge may disqualify or transfer to the correct Class (at his/her discretion) any exhibit which is not a true representative of the Division or Class in which it is entered. It is not, however, the responsibility of the Colorado State Fair or judge to transfer an entry to the correct Division and/or Class.
3 Disqualifications 19. The Colorado State Fair management shall reserve the right to vacate, declare ineligible for competition, and/or order the removal of any entry which is not in the best interest of the Colorado State Fair, is unsightly, unhealthy, injured, lame, unsound, endangers public safety, violates the Colorado State Fair s Animal Welfare Policies, or has been entered in violation of these rules and regulations. 20. At no time will any exhibition, judging event, or other ongoing event be delayed, stopped, or interrupted as a result of any allegation of wrongdoing reported to Colorado State Fair management or under investigation by Colorado State Fair management. 21. In the event an entry or an exhibitor is disqualified for any rule or policy violation (including but not limited to practices or procedures that are unethical, any or all of the following actions may take place: a. The entry or exhibitor that is disqualified will be declared ineligible and will forfeit all entry and other fees. b. Exhibitor will not receive awards, premium money and/or trophies. Further, the exhibitor shall be responsible for payment of any fees, fines due or costs incurred by the State as a result of disqualification. b. The exhibitor shall be barred from competition at the Colorado State Fair for a determined period that may include a lifetime suspension from competition. The extent and degree of future eligibility shall be determined by State Fair management. c. Exhibit in question will not be sold in any sales at the Colorado State Fair. d. In a case of an exhibit already sold at the Colorado State Fair, the exhibitor shall refund and return all sale proceeds in excess of market value to the Colorado State Fair. The Colorado State Fair Board, after conference with the Buyer, shall determine whether to donate the money to the Colorado State Fair Foundation or allow the Colorado State Fair to retain money as deposit for successive year s Fair s sales. Cooperation 22. Exhibitors, their immediate family, leaders, advisors and agents thereof, not cooperating with security personnel or any other Colorado State Fair officials in all matters of policy, including but not limited to parking, stall/pen/space assignments and appearance, judging and/or animal care will have their entries cancelled and will be ordered to remove their exhibit from the grounds immediately and forfeit all awards, premium monies and sale proceeds. Failure to adhere to this rule will result in being banned from the Colorado State Fair. Public Disturbances 23. Exhibitors causing public disturbances, those who are uncooperative and/or unsportsmanlike, those not following good animal welfare practices as determined by management, or those found in violation of rules or in practices unethical or inimical with the Colorado State Fair program and/or policies/procedures shall be penalized by forfeiture of premiums awarded, any and all awards, payments of fines and/or damages to State Property, privileges, and/or disqualification at this or subsequent Colorado State Fairs as may be deemed appropriate by the Colorado State Fair Management and/or the Board of Authority. Further, if the exhibitor and/or exhibitor s adult supervisor, parent or family member s actions are deemed to be illegal, inhumane or unethical to livestock, the proper authorities will be notified for further investigation by those agencies for possible prosecution and/or civil penalties. Probation 24. Any exhibitor found in violation of any rule may be placed on probation for a period of one year or longer if Colorado State Fair management deems appropriate. Judging Judging 25. The judge(s) shall award first, second or third place, etc., according to merit and if without merit the judge shall make no award under any circumstances. This rule applies whether there are one or more entries in the class.
4 Judge/Exhibitor Information 26. No person shall act as a judge in any Division in which he/she or a member of his/her immediate family is an exhibitor, is in charge of an exhibit or division, in charge of a group of exhibitors, or is a member of a group of exhibitors. Judge/Fraternization/Criticism 27. Judges should avoid unnecessary fraternization with exhibitors. No person shall be allowed, under any circumstances, to interfere with the judge, or judges, during their adjudications, or with the Colorado State Fair s staff, or to offer any criticism of any exhibit of another. Violators of this rule shall be excluded immediately from the judging area and from competition and be subject to such additional penalties, including cancellations of awards, as the Colorado State Fair management shall consider appropriate. Judge s Decision 28. The judge s decision is final. The judge s decision cannot be protested. Rejudging 29. Under no circumstance will any entry which has been previously judged be re-judged due to the disqualification or removal of another entry. Awards Special Awards 30. Special Awards contributed by businesses or individuals are offered in some Colorado State Fair Competitive Programs. These Special Awards are the obligation of the contributor/donor. The Colorado State Fair is not responsible for redemption of these awards. Tax Laws 31. It is the responsibility of the exhibitor to investigate and adhere to State and Federal tax laws/ regulations regarding premiums paid and awards received. Premium Awards 32. Awards and ribbons have no value as payment. Premiums are paid only from the records of the judges sheets. Premium checks will be issued as soon as auditing, drug testing, if applicable, and processing can be completed. If checks are not received by November 1st, please phone or write the Colorado State Fair. Checks must be cashed within six months of the date of issue. Exhibitors have until December 31 of the same year, to claim checks returned to the Colorado State Fair. Checks will not be reissued after this date. Miscellaneous Camping 33. On grounds camping is limited to pre-paid, reserved camping spots only. No camping or overnight stays allowed anywhere on the Colorado State Fair grounds including parking lots or barn areas. Motorized Utility Vehicles 34. No golf or utility vehicles are allowed on grounds by any exhibitor. Dogs 35. No dogs are allowed on the Colorado State Fairgrounds other than those on a leash for direct competition or registered service animals. Concessions & Advertising Privileges 36. All exhibits, concessions, and/or commercial privileges are at the sole discretion of fair management. Under no circumstances will any advertising matter be allowed to be placed upon buildings, trees, or other places on the grounds or otherwise distributed without management permission.
5 IRS and Colorado Department of Revenue Compliance 37. In order to comply with the State of Colorado and the Internal Revenue Service tax-reporting requirements, a properly completed IRS W-9 form must be submitted with each competitive entry when applicable. Failure to properly submit IRS W-9 form may delay payment of premium awards. Exhibitor Wristbands & Passes 38. The person using wristbands and passes so assumes all risk of personal injury & all loss or damage to personal property due to any cause. Colorado State Fair Management reserves the right to revoke the license granted by these wristbands and passes.
6 2017 Competition & Entry Requirements General Entry & Fine Arts Department Exhibitor Entry Responsibilities Entry 1. Only one entry per class unless otherwise specified. 2. Entry items must have been completed since close of 2016 Colorado State Fair. 3. All items entered for competition must be entered in name of person who created entry. Entry Fees 4. Entry Fees are Non-Refundable. Late Entries 5. No late entries will be accepted. Entry receiving dates & times are different for each department. Please make note of those pertinent to you. Entry Release 6. Entries will be released from same building they are received. Please bring your claim check to prove entry ownership when picking up entries. Claim stubs are required for release of all entries. Miscellaneous Award Winners 7. Only award winning entries will be displayed. Non-placing items will be released immediately following judging of all classes. Shipping 8. Entries may be shipped to the Fairgrounds prior to or by specific department receiving date. All shipping must be fully prepaid. Package must also include prepaid shipping label with payment for return shipment. Payment by Checks 9. Checks will not be accepted as payment after July 27, Cash or credit card will be accepted for those departments still accepting entries.
7 2017 Information General Entry & Fine Arts Department Entry Registration Dates, Times, Locations Entries can be made online beginning June 1, 2017 through July 27, 2017 for most competitions. Please see competition rules and requirements for specific competition information. Entries will be accepted Online 24/7 during duration entries are accepted. Entry forms will also be accepted weekdays 9AM-5PM, Monday-Friday in General Entry & Fine Arts Office. General Entry & Fine Arts Office is located in the northeast corner of Palace of Agriculture. Exhibitors may purchase at time of entry registration. Passes will be distributed at time entry is received. Passes will not be distributed unless entry is received. Exhibitor wristbands and parking passes are not refundable. 11 Day Exhibitor Wristbands - $35ea. South Lot Parking Pass - $45ea.

Entry form and fee deadline Monday, August 7, 2017, by 5:00 p.m. Wine can be dropped off or shipped to the General Entry Office and must be received by August 7th, 5:00 p.m. Judging Sunday, August 13, 2017, 8:00 a.m. Entry Rules and Requirements 1. The Colorado State Fair Wine Competition is open to any wine produced anywhere in the world, as long as it is distributed in commercial quantity at the time of the competition. 2. Wine vintners may enter more than one wine per class. 3. An official entry shall consist of three bottles of wine for each class. Bottles should be no less than 750 milliliters. 4. Any wine that is delivered to the competition without a full and proper label will be disqualified from the judging. Please do not send wines with laboratory, temporary, photocopies, or altered labels. 5. Wine submitted to the Colorado State Fair Wine Competition becomes the property of the Colorado State Fair. 6. The competition, its service contractors and any officer, Colorado State Fair staff members, sponsor or director of the same shall not be responsible for the safety of the wines from theft or damage by fire, accident, vandalism, or other causes. 7. Any placement in or removal from a class will be at the discretion of the judging chairperson. If the judges are faced with an obviously-flawed bottle of wine, no more than one additional bottle of the same entry will be opened and tasted. How to Enter Wine entry and registration can be submitted three ways online, mailed, or hand-delivered. Winemakers are encouraged to enter online (forms and fees) and then ship or hand-deliver wine. For entries not completed online, please include all non-refundable fees and entry forms when you mail or hand-deliver entries. Fees may be paid by check, Visa, MasterCard, or Discover. Make check payable to the Colorado State Fair. When you ship your wine, include a copy of entry form in every box shipped if you did not enter online. If sending more than one box, please mark boxes 1 of 3, 2 of 3, etc. Check with your shipping company for policies about shipping alcohol and mail to:
