It fulfills this role by providing expert services in analytical chemistry, packaging and label review, sensory analysis, alcoholic beverage knowledge, and the monitoring, investigation and resolution of internal and external client complaints/issues. This expertise is used to approve, reject or recall products and provide information on alcoholic beverage quality as required. The Quality Assurance Department provides the only reference laboratory for the analysis of contraband beverage alcohol products in Ontario. It has an international reputation and undertakes research and development projects in partnership with other organizations as well as providing services on a contract basis. Works independently within LCBO policies and objectives often recommending changes in policies and objectives. Applies judgement in analyzing broad problems and develops solutions, often where methods and policies are inadequate or not established. Exercises judgement in establishing and evaluating personnel and operational activity and determining appropriate action. Represents the LCBO/MEDT in Inter-Agency Council on Food Safety, O.I.V. and CCOVI-Brock University. Member of the LCBO Executive Team. Member of the Expert Committee of the World Wide Trade Group (WWTG). Develops the short term and long term Business Plans and prepares the departments operational and capital budgets and administers cost controls. Chairs the National Quality Assurance Committee of the Canadian Association of Liquor Jurisdictions (CALJ). Presents at National and International conferences. Major Accomplishments: Implemented a cost recovery program by introducing laboratory fee, collaborating on research projects with private industry and by offering thelaboratory services to private industry. Introduced communication channels between management and staff within Quality Assurance and QA-clients (internal and external) and created a customer service oriented environment. Improved the turn-around-time of reporting results from 18 to 3.0 working days by introducing efficiencies into the system. Implemented client satisfaction surveys for internal and external customers, resulting in specific business initiatives. Guided the QA-team to achieve ISO registration and ISO/IEC accreditation, the first Liquor Jurisdiction in the world to be doubly accredited. Initiated the re-engineering of the Lab-Information Management System to a completely configurable system adaptable to our changing business requirements with major productivity and capability improvements. Created a self-containment laboratory for the analysis of contraband products, improved the security of the QA Laboratory and enhanced the chain-of-custody process of all samples submitted to QA. Expanded the fingerprinting/profiling capabilities by adding high-tech Isotopic Ratio Mass Spec. instrumentation. Initiated the Review of the LCBO Packaging Guidelines utilizing outside consultants. Oversaw the migration of all Quality Control contacts from the Retail Service Centres to Quality Assurance. Oversaw the re-engineering of the sensory grading system utilizing state-of-the-art sensory evaluation software by Compusense Inc. creating a unique to the industry system. Authored and co-authored several publications and abstracts (Appendix III & IV).

Achieved Certification for Andres wines R & D laboratories for the analysis of Ethyl Carbamate under the H.P.B. program. Presented papers on Ethyl Carbamate, Pesticide residues, Wine phenolics and Health Benefits of wine at National and International Conferences and participated as a panelist on various scientific discussions. Initiated and completed Research projects on the production of wine and sherry with low Ethyl Carbamate concentrations. Established external analytical services (Canadian & U.S.) for the analysis of various parameters in wine, resulting in more than $800K revenue for R & D and QA/QC laboratories. Consulted for and implemented waste water and drinking water quality control programs for all Andres regional operations. Initiated and implemented Quality Control/Assurance programs for the analysis of pesticide residues, ethyl carbamate, metals and other parameters in concentrate, juice and wine products. Represented Andres Wines Ltd. and the Canadian Wine Institute on National and International conferences such as AOAC, IUPAC, ASEV, OIV, Pesticide Residue conferences, etc. Applied and received grants exceeding $600,000 from the National Research Council of Canada (Appendix II). Provided direction to the wine industry on the issues of FAS/FAE and of. Sulfites and presented the industry s case to the Health Committee of the House of Commons. Conducted laboratory quality control programs to ensure accuracy and precision of reported results. Advised on new project proposals and methodologies.
