4 NOTES ON THE TABLES Data in this publication are derived from reports to the Secretariat of the International Grains Council made by members of the Food Aid Convention in accordance with their obligations under the Convention, supplemented by information provided by the World Food Programme. TABLE 1: ANNUAL OPERATIONS: 2002/ /08 The table summarises donors aid shipments made during each (July - June) year under the Food Aid Convention (FAC) The figures refer to deliveries of grain and other products actually completed during each year, and do not necessarily represent the performance of members in relation to their annual FAC commitments. No account is taken, for example, of the caps on eligible shipments of certain products stipulated in the Convention. All quantities are expressed in terms of the tonnage actually shipped as well as their wheat equivalent (see note to table 2). The totals include attributions to the FAC of shipments made as a result of donors contributions under the WFP s Immediate Response Account (see note to Annex 3). TABLE 2: DETAILS OF OPERATIONS IN 2007/08 Table 2 gives full details of shipments by each member between 1 July 2007 and 30 June Column 1 lists the final recipients. In column 2, channelling is indicated by an abbreviation of the name of the agency involved (see page v for a key to all the abbreviations used in the tables) Column 3 shows the type of grain or product shipped, and columns 4 and 5 show the amounts. The figure in column 4 is the actual tonnage, while column 5 gives the wheat equivalent, used as a common unit to evaluate members contributions under the FAC. The factors used to derive the wheat equivalents of the different eligible products, and of cash contributions by donors, are either laid down in the FAC *, or calculated according to the methods specified there. In the case of cash contributions, and donations of rice, the formula is based on the prevailing international market price of wheat, which changes from year to year. For contributions in 2007/08, the prevailing price for wheat was US$189/ton and the prevailing ratio used to calculate the equivalent of contributions of rice was 1.4. Members of the 1999 FAC express their commitments in terms of tonnages of wheat equivalent, or in value, or in a combination of the two. Only the European Community ** expresses part of its commitments in value terms. These operations are marked V. Some members whose commitments are expressed in terms of tonnage provide all or part of their contributions in the form of cash with which food aid products are to be bought, either in the recipient countries themselves ( local purchases ), or from third countries. These are identified in column 6. In the latter case, the country of origin is shown in column 7. Column 6 also shows any aid shipments which were not in the form of outright gifts. Longterm concessional credit transactions, for example, are marked CREDIT. 5 ANNEX 1: PAYMENTS OF TRANSPORT AND OTHER OPERATIONAL COSTS IN 2007/08 Under the FAC, donors are encouraged to bear the costs of transporting and delivering their food aid contributions beyond the f.o.b. stage, especially in emergency situations and for shipments to priority recipient countries. Annex 1 shows the quantities accompanied by these additional payments and the total amounts paid (in US $) for this purpose. ANNEX 2: CONTRIBUTIONS IN 2007/08 INVOLVING PURCHASES FROM DEVELOPING COUNTRIES OR LOCAL PURCHASES In accordance with Article XII of the FAC, 1999, several members purchased grain or products from developing countries ( triangular transactions ) or from the recipient countries themselves ( local purchases ) as part of their aid operations. Reported triangular transactions, swap arrangements and local purchases (as shown in detail in Table 2) are summarised in this Annex. ANNEX 3: IEFR IMMEDIATE RESPONSE ACCOUNT: FAC ATTRIBUTIONS IN 2007/08 Because these cash pledges are pooled, individual shipments of aid under the WFP s Immediate Response Account cannot be attributed to individual donors, nor can commodity costs be separated from the transport and administrative expenses involved in the shipment. Donors have agreed a formula enabling them to count their pledges to the Account against their FAC obligations. For contributions against their tonnage commitments, it is assumed that 50% of the cash is used for the purchase of eligible foods. For value commitments (which include transport and other operational costs), all the cash donated is counted. iv
