Kuhn, City Manager Rod Moresco, Director of Public Works/City Engineer RESOLUTION APPROVING THE DESIGN CONCEPT FOR THE JEPSON PARKWAY GATEWAY ENHANCEMENT PROJECT {FEDERAL PROJECT NO. RPSTPLE-5094(050)} DISCUSSION: The City has received grant funding in the amount of $350,000 from the State Transportation Improvement Program for the Project ( Project ). The purpose of the Project is to create a gateway at the north end of Jepson Parkway. The Project will include artistic elements, signage, lighting, landscaping, and irrigation. The improvements will be placed in the median on Leisure Town Road at Walnut Road, which will be viewed by passing motorists on Jepson Parkway. In accordance with the City s Art in Public Places Policy, the artwork for this project is to be selected by a Project Committee comprised of the Chair of the Arts Advisory Committee (AAC) and two additional members from the AAC or art community. The Project Committee is to make a recommendation to the AAC regarding the selected artwork. The AAC will then make a recommendation to the Community Services Commission, who will in turn make a recommendation to the City Council of the. A Request for Qualifications from artists was distributed on June 21, On July 28, the Project Committee reviewed the Request for Qualification submittals from all of the applicants. Three applicants were chosen to submit an artist concept for the project. On August 25, the three artists presented their concepts to the Project Committee. After meeting with the artists, and reviewing their concepts, the Project Committee selected the project proposal from artist Howard Kalish. The Project Committee also recommended integrating the logo design from a second artist, Rachel Slick, into the project design. The project proposal from Howard Kalish, and the logo design from Rachel Slick, were both presented to the Arts Advisory Committee at their meeting on September 8, The Committee voted unanimously to recommend that the Community Services Commission approve the proposed artwork from Howard Kalish, and also the logo design from Rachel Slick. The proposed artwork was presented to the Community Services Commission at their October 6, 2010, meeting. The Commission voted to recommend that the City Council approve the proposed artwork from Howard Kalish and Rachel Slick. A conceptual design created by the City s landscape design consultant, and incorporating the Kalish and Slick artwork, was presented to the City Council on October 12, 2010, for approval. City Council did not take action on the recommended conceptual design at that time. Council provided staff with comments on the conceptual design and directed staff to go back to the Arts Advisory Committee for revisions to the proposed artwork and conceptual design. Engineering staff met with the Arts Advisory Committee on October 13, 2010, to discuss Council s comments with the original design concept, and to obtain their recommendations for modifying the artwork.

2 The three conceptual design options (attached) were presented to the Arts Advisory Committee at their special meeting on October 27, The Committee was not tasked with approval of one particular design, but only to recommend a preferred alternative to the Community Services Commission at their meeting on November 3, 2010, and ultimately to the City Council. The Arts Advisory Committee s preferred alternative is Option 2, and the Community Services Commission s recommendation will be presented at the November 9, 2010, City Council meeting. Engineering staff has retained the services of as the landscape architect for the project. The project is scheduled to be completed in the fall of FISCAL IMPACT: The project is funded with State Transportation Improvement Program grant funds. There is no impact to the City s General Fund as a result of this action. RECOMMENDATION: 1) That the City Council of the select one of the three conceptual design options; and 2) By simple motion, that the City Council of the adopt a resolution approving the design concept for the Project (Federal Project No. RPSTPLE-5094(050).

RPSTPLE-5094(050)} WHEREAS, the City has received grant funding in the amount of $350,000 from the State Transportation Improvement Program for the Jepson Parkway Gateway Enhancement Project ( Project); and WHEREAS, the Project will create a gateway at the north end of Jepson Parkway, and will include artistic elements, signage, lighting, landscaping, and irrigation to be placed in the median on Leisure Town Road at Walnut Road; and WHEREAS, the process followed for selection of the artwork for the Project was in accordance with the City s Art in Public Places Policy; and WHEREAS, the Arts Advisory Committee recommended at their September 8, 2010, meeting that the Community Services Commission approve the proposed artwork from Howard Kalish and Rachel Slick; and WHEREAS, the Community Services Commission recommended at their October 6, 2010, meeting that the City Council approve the proposed artwork from Howard Kalish and Rachel Slick; and WHEREAS, prepared a landscape conceptual design that includes and compliments the proposed artwork from both Howard Kalish and Rachel Slick; and WHEREAS, City Council, at their October 12, 2010 meeting, requested general revisions to the concept plan and artwork, and directed staff to go back to the Arts Advisory Committee to consider other alternatives for the proposed artwork; and WHEREAS, three revised conceptual design options of the artwork, incorporating the landscape design comments and recommendations from City Council, were presented to the Arts Advisory Committee; and WHEREAS, the Arts Advisory Committee, at their special meeting on October 27, 2010, reviewed the three alternatives to be presented to City Council, and recommended to the Community Services Commission on November 3, 2010, that Option 2 is the preferred alternative. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Vacaville does hereby adopt a resolution to approve the design concept for the Jepson Parkway Gateway Enhancement Project as per the attached exhibit.
