3 Bakeries are playing a crucial role in delivering daily bread to population groups across the country. In Kabul there are around bakeries across the city feeding almost 90% of the Kabul population which is estimated at almost 6 million people. Backers could have the potential to source fortified wheat flour and sell bread made with fortified flour to some 6 million individuals across Kabul province, as the majority of these bakers are registered within the baker s association. The proposed collaboration with the Global Alliance for improved Nutrition will support: 1) improve the management of 2 ) Establish communication between the businessmen of fortified flour and bakers. Expected outcomes: Improved management of bakers association Create communication between the businessmen of fortified flour and bakeries Background: The has been in place since 1988, under the Central Directory of Federation of Afghanistan Craftsmen and Trader (FACT). The is the liaison organization between the bakeries themselves and the government. The association in Kabul province is divided into 3 zones and 22 districts. Each district has one attorney. 2 P a g e

4 has some specific duties such as advocate of bakeries, record and registration of bakeries, solve the bakeries problems and etc. Bakeries are playing a crucial role in delivering daily bread to population groups across the country. In Kabul there are around bakeries across the city feeding almost 90% of the Kabul population which is estimated at almost 6 million people. There is great potential to reach vulnerable groups through working closely with the bakeries. Bakeries could have the potential to source fortified wheat flour and sell bread made with fortified flour to some 6 million individuals across Kabul province, as the majority of these bakers are registered within the baker s association. Overall Goal: To improve nutrition outcomes by improving the consumption of nutritious and safe food for all people with a particular focus on vulnerable groups SPECIFIC OBJECTIVES: Improve and build the bakers `s link with the fortified wheat flour traders and national Fortification Alliances To improve the management system in bakers office Activities: 3 P a g e

5 rented office and set up: In past the bakers association had an office in Deh Afghanan, Gulzar Market, 5 th floor, 1001 kabul. This office had one room where there was no facility for meetings, work, kitchen, toilet and etc. In January 2016 the bakers rented a new office located Qwaye Markasz, in front of Abdara Plaza, Saheb Zada Market, 4 th floor. This office has three working rooms, meeting room, kitchen and shower room. In order to keep the office sustainable, the monthly rental cost for office building is paying through contribution of the bakers, where there is enough place for monthly meetings of the 21 representatives and routine works. Logistic and procurement: The office of has been supplied through furniture, computer and other IT equipment. Recruitment of office staff: In Jan a position of computer operator/ Admin was announced in ACBAR site, based on it, out of 12 candidates a legible female Admin has been employed. 4 P a g e

6 Participation at training on Food and health / importance of foods fortification: Orientation training on benefits and importance of food fortification held in Afghanistan Chambers of Commerce (ACCI) on /1/31, the purpose of this training was to capacitate the 21 representatives of various PDs of Kabul province and 4 executive members are able to transfer the importance and benefits of foods fortification, and more focusing on wheat flour fortification. Create a database for bakeries: Baker association created a database for collecting information of bakeries, entering and analyzing their information, the field work has been started on 15 /2/ and is continued, during the reporting time, the data is collected and entered for 2650 bakeries. This information and data will be used as a baseline to see and compare the future progress and variances; as well it will be much easier to look after the utilization of fortified and non- fortified wheat flour at the bakeries. 5 P a g e

7 Training on Management and Filing System: On /3/28 GAIN conducted training on management and filing system in Baker (BA) office,the focus of the training was on basics of office management, record keeping, dissemination and filing system, the period of the training was one day.21 representatives of the districts and the 4 executive members of association attended the training, established a data system and showed it s usage. Establishment of a regular system administration files: association created a regular system of administration, this filing system is consisted of all those physical files/documents, computer s folders and paper works arrangements. In order to sustain the payment for rent of the office building, a participatory contribution system has been innovated and baker association established some files for all admin related works included income, and expenditures, inventory, attendance tracking, logistic and. 6 P a g e

8 Meeting with millers and other stakeholders on fortified wheat flour: association had meeting with the millers of silos in Kabul and the stakeholders such as GAIN, World food Program (WFP), NFA on 23/4/. The purpose of this meeting was familiarization and relationship between bakers association and millers/producers as well as to identify the market places for fortified wheat flour. Discussion points: Identification of market places for fortified flour Specification of rates and prices fortified flour(variances between the price of fortified and no- fortified wheat flour) Addressing mills who fortify flour and can provide to the bakers In order to increase the local fortified production, BA was invited for visit of the silos/ mills that produce fortified wheat flour, so one of the markets for fortified wheat flour is the respective silos. Awareness of fortified flour: During the reporting time, BA had training on the importance and benefits of fortified wheat flour to 2650 bakers. Participation at meeting on National Food Fortification Alliance: On /5/23 the nation al food fortification alliance meeting led by the NFA committee was held at the Chamber of Commerce named Advocacy Summit. 7 P a g e

9 NFA Conference with the contents of following issues: The current state of food in Afghanistan The goals of the National Alliance for the enrichment of food Discussion on the regulation of food enrichment Solutions to continue the project of the national alliance for the enrichment of food Problems in the food enrichment sector Discussion on the operational plan of the national alliance for the enrichment of food Elaboration of brochures and the flipcharts: On 2 August within a meeting, backers association by GAIN got the approval of PND/IEC to spread the elaborated broachers and flip charts by NFA. Training on awareness of fortified flour: During the reporting time /BA had awareness sessions on the importance and benefits of fortified flour to the bakers of 2650 bakeries, Distribution of brochures & flipcharts: On 15 August bakers association have started to print 2500 flipcharts and of brochures and distributed to 2500 bakeries in different bakeries. 8 P a g e

10 Data and system for BA: In Kabul city there are around bakeries, developing a reliable system for bakeries needs collection of accurate data, therefor the representatives of districts received training on how to fill the formats and collect the data. This data is useful for distinction between the registered, no-registered bakeries, and especially for the progress on utilization of fortified and non-fortified wheat flour. From 4000 bakeries we collected information of 2650 bakeries, there are some obstacles to collect the data such as insecurity in some part of areas as Dehsabz, Charasiab, Bagrami, Saraye khaja, Qarabaq, Shakar dara and Lesson learns: A good and effective source for awareness of public is contact and relation with religious bodies/entities and the. For an effective awareness of the bakers, the bakers association and the traders are good sources to be used, therefore, BA should be trained to sensitize consumers /bakers through their representatives/wakil Production of fortified wheat flour in country is more effective and efficient compare to Challenge: - The regulation of wheat flour is not approved by government cabinet - The imported wheat flour is not fortified 9 P a g e

11 - There is no specific market place for fortified wheat flour - Most of the bakers are illiterate and don t know the real importance of fortification - The local produced what flour cannot compete with the imported wheat flour in terms of its collar, aroma, and total quality. - Less availability of fortified wheat flour in the markets - Baker s association has no facilities of regular transportation, so there are many gapes to monitor the bakeries. - There are still no- registered bakeries that not paying their taxes - Bureaucracy at government offices, Outlook: - The approval of mandatory legislation is anticipated, then the awareness of bakers is most, therefore the bakers association will have the responsibility to enhance the process, as well as to push the traders to import the fortified wheat flour only. - The traders will identify markets for fortified wheat flour, and BA will stimulate the bakers to procure/utilize the fortified wheat flour only. - BA is looking after a donor to expand the awareness of the bakers and traders widely. - After the availability and accessibility of fortified wheat flour, BA will design and supply boards for bakeries where there are fortified breads baked, as well 10 P a g e

12 as the key messages of MoPH/nutrition will be expanded/ hanged in a visible place at the bakeries.
