2 CITY OF CARPINTERIA 5775 Carpinteria Avenue, Carpinteria, CA MEETING MINUTES OF THE TREE ADVISORY BOARD THURSDAY, FEBRUARY 23, 2017 A. Call to Order Vice Chair Broughton called the meeting to order at 5:46 P.M. B. Roll Call Board members present: Board members absent: Staff members present: Vice Chair Julie Broughton Board Member Carol Terry Board Member Lindsey Foucht Board Member Kathy Henry Paul Medel, Public Works Supervisor Melissa Angeles, Engineering Technician Erin Maker, Environmental Coordinator C. Approval of Minutes and Agenda Motion made by Board Member Terry and seconded by Board Member Foucht to approve the minutes of November 3, Motion approved 3-0. D. Public Comment Dennis Lane, resident at 4455 Mesa Lane expressed concern over a large Sycamore tree across the street from his house that has a large branch spreading across the street. He said that he is worried about the tree failing. He would like the City to inspect it and replace it if possible. Kathleen Reddington, resident at 1385 Limu Drive said that she loves the Sycamore tree that was requested for removal by Mr. Lane. She would like the tree to be maintained. Jack Dotts, resident at 4596 El Carro Lane stated that the Magnolia tree next to his property is still sick even after being treated by the Public Works Department. He would prefer to save the tree but if there is no other option, he would like to see the tree replaced. E. New Business 1. Public Works Yard Bioswale Detention Basin Environmental Coordinator, Erin Maker, presented the staff report. She informed the Board that the detention basin is being implemented to comply with the conditions of the City s MS4 permit. She stated that seven Eucalyptus trees will be replaced with native trees and shrubs. Kathleen Reddington, resident at 1385 Limu Drive said that she likes the idea of a bioswale project but feels that it will not fit in well at the proposed location. She expressed concern about the monarch butterfly habitat and would like the City to look at the County ordinance and Planning Department guidelines that address sensitive habitats. 1
3 Meeting Minutes of the Tree Advisory Board Thursday, February 23, 2017 Ray Kolbe, resident at 4672 Eleanor Drive said that the bioswale project is an excellent idea. He stated that Eucalyptus trees are an invasive species in California and would like the City to incorporate native plants into the project. Resident Patty Kern, stated that she would like to see the Eucalyptus trees retained. She asked the City to consider other locations for the bioswale project. Board member Foucht asked if the City and Flowers & Associates had looked at other sites on the City Hall campus for the project. Ms. Maker informed him that due to the City Hall stormwater run-off pattern, the proposed location is the only option due to site constraints. Board member Terry said that she has been observing the recent monarch butterfly accumulation and noticed that the Eucalyptus trees next to the Public Works Yard are minimal roosting sites compared to other nearby tree locations. She said that the butterflies primarily stay near the rear portion of the trees closer to the ocean. She is in favor of the bioswale project and likes that the City is trying to reduce pollution. Vice Chair Broughton stated that the bioswale project is important. She feels that it is unfortunate that the Eucalyptus trees could not be incorporated into the project but acknowledges that the trees restrict other plants and trees from growing. If the trees are removed, she recommended that they be removed during non-roosting season. No motion necessary. Discussion item only. 2. Street Tree Management Plan Update Engineering Technician, Melissa Angeles presented the staff report. She informed the Board that the City is working with West Coast Arborists to update the Street Tree Management Plan (STMP) and once a draft is ready, it will be circulated to the Board for comments. Kathleen Reddington, resident at 1385 Limu Drive asked that the STMP update include permeable and rubberized pavement. She would also like to see updated practices outlined to help retain trees. She said that she feels as though the Board should put more effort into retaining trees rather than always recommending their removal simply because they are messy. Board member Terry stated that the Board s role is to look at not only the health of trees but also public safety. She said that removing trees is always a last resort and the Board strives to retain as many trees as possible. She added that the Board has retained many trees and recommended that other options to address root problems be considered such as permeable pavement. Vice Chair Broughton said that she appreciates the public wanting to keep trees. She said that trees are only removed as a last resort and never for reasons such as messiness. She added that trees that are removed are always replaced but not necessarily in the same location due to conflict with utilities or lack of planting space. No motion necessary. 4 Meeting Minutes of the Tree Advisory Board Thursday, February 23, Carpinteria Beautiful Donation A motion was made by Vice Chair Broughton and seconded by Board Member Foucht to table this item to allow a representative of Carpinteria Beautiful to attend the next Board meeting. Motion approved Tree Planting Plan Engineering Technician, Melissa Angeles, presented the staff report. She informed the Board that Public Works intends to plant 25 replacement trees between now and June Kathleen Reddington, resident at 1385 Limu Drive said that the replacement trees being planted are too small and kids knock them over. She would like to see more trees planted in the Canalino tract. She would also like more education outreach when trees are planted. Ray Kolbe, resident at 4672 Eleanor Drive said that there are a lot of non-native street trees and would like the City to plant more native trees. Public Works Supervisor, Paul Medel, said that replacement locations are carefully selected and the City takes into consideration adjacent utilities, parkway size, etc. He added that the City plants 24-inch established box trees due to the size of parkways and because they tend to establish themselves better than larger size trees.
