1 Issue 5 September 2013 TVOS News TVOS News President s Message It has now been six months since the last conference - a good time to look back on what we have achieved toward our 2013 goals so far: Topics for the Annual Conference Please Chris Card with your requests: ceus43456@earthlink.net Regarding the calendar and budget, we are largely on-target for timing and cost to the Business Calendar that was adopted at the April Director s meeting. The calendar serves as an outline of all of the actions required for the completion of our committee activities, government filings and events planning. Completed actions to-date include the documentation of roles and responsibilities for Directors and Officers, the formation or confirmation of committees, the successful execution of Summer Fun Day, and the initial planning for the Fall Fun Day, TVOS Amateur Wine Competition and the Annual Conference. That does not mean everything has gone perfectly to plan, however, as we are about two weeks behind our target date in selecting a location for the annual conference. It has become clear that our membership, conference and competition fees have not been keeping up with associated costs for quite some time now, and although we aren t in any immediate danger of going broke this is a situation we will eventually have to address through additional fundraising of some kind. Hopefully by the time you read this message we will have completed conference negotiations and you will be pleased with the result. The problem here is not funding, but rather the logistics of getting candidate referrals from the University of Tennessee. Bill Nash and the committee have managed to re-establish a line of communication with the university which was lost when our last champion departed, and we now expect to have candidates identified and recipients selected in time for award at the Conference. Regarding raising awareness of our organization and activities, some of you may have noticed our Fall Fun Day advertisement in The Juice for Nashville, an online newsletter of wine, food, spirits and beer events, articles and classifieds ( Additionally, we have submitted a similar listing to Tennessee Magazine (this is the one that comes in the mail from your local electric company) and to the Tennessee Department of Agriculture s newsletter Rural Routes. A color ad will also appear in the next two issues of the Nashville Scene magazine including the special wine edition. Our goal here is to attract like-minded prospective members, many of whom do not know we exist. Regarding increased involvement of the membership in wine-related activities, it has been pleasant to note the exceptional support that TVOS members provide to three separate Fair Wine Competitions this year as organizers, judges and participants. Not only are these events great opportunities to serve our local communities, they are also great opportunities to promote our own organization. Please remember that the need for volunteers is just as great for our own competition I would encourage anyone who is available between January 10 and 25 to contact the Harrisons (robertharrison7635@gmail.com). Also, as the wild grapes continue to ripen there is always room for more Berry Hunt participants. If you would like a kit to collect samples for analysis please contact me at ceus43456@earthlink.net. Last but not least, for those of you who have not been to Paris Winery please take the opportunity to do so in support of our Fall gathering October 19. 8 TVOS Board Meeting March 2, 2013, 1:00 pm EST Hilton Hotel, Knoxville, TN ATTENDEES: John Freels, President Chris Card, Vice-President Roger Hargis, Treasurer Gary Gilpatrick, Secretary John Watkins, Director Katie Martin, Director Jim Newton, Director Many TVOS members INTRODUCTION: The TVOS Board met on Saturday, March 02, 2013 during the Annual Business Meeting at the Hilton Hotel in Knoxville, Tennessee. It was a cool and crisp day with very light snow flurries the perfect kind of weather for an indoor winter meeting. GENERAL ADMINISTRATIVE ITEMS: John Freels called the meeting to order and asked Gary Gilpatrick to read the minutes from the last meeting. Motion was made and seconded to approve the minutes. Minutes were approved. John Freels asked Roger Hargis to give the Treasurer s Report. Roger Hargis reported that TVOS has a balance of $ 6, and that the Lora and Harry Westcott Scholarship Fund balance is $ 6, Motion was made and seconded to approve the report. Report was approved. John Freels asked Paul Downs, Membership Coordinator, to give the Membership Report. Paul Downs said that as of December 31, 2012 there were 194 members, which included 74 dual memberships. He said that 26 new members were added in 2012 and that 52 members had been removed from the membership role in He also stated that there are 12 complimentary memberships. Motion was made and seconded to approve the report. Report was approved. OLD BUSINESS: John Freels asked Roger Hargis to give a repot on our 501(c) status. Roger Hargis reported that the application had been received by the IRS and that they will respond within about 90 days. Al Porell asked why our 501(c) status had been lost. It was explained that in 2006 the IRS rules for TVOS had changed and required an annual filing of the 990 form. It was noted that no 990 forms were ever filed. In 2011 The IRS revoked the 501(c) status of TVOS for three years of non-filing of the 990 form. Katie Martin was asked if she would offer TVOS the same fundraising opportunity, this year, as she had last year. She said that she would and the opportunity was explained. Last year, Katie Martin asked the TVOS Board to partner with Nolichucky Vineyard and the Smokey Mountain Blues Society on a Tennessee Alcoholic Beverage Commission special occasion license for a Jam In The Vineyard summer music series. She had said this would be a fundraising project for TVOS and all they had to provide was the ABC special occasion license for the event. TVOS was unable to obtain the license at that time. It was noted that TVOS can apply for and receive an ABC special occasion license by means other than their 501(c) status as was done for the annual meeting. NEW BUSINESS: John Freels asked John Watkins to present his report: Recommendations to Revitalize the TVOS Westcott Scholarship. John Watkins noted that Dr. David Lockwood had volunteered to be the University of Tennessee s contact person for the scholarship. His report included the Administrative Provisions for the TVOS Westcott Scholarship that were developed in John Freels appointed Chuck Belt, Michael Johnson, Bill Nash, as chairman, and David Lockwood as the UT contact person. Motion was made and seconded to approve the committee. Committee was approved. 8

9 BOARD MEETING NEW BUSINESS (CON T): Michael Johnson, TVOS Historian, asked for funds to update and start converting to a digital format the TVOS Scrapbooks. John Freels approved the funds. A TVOS member said that some people are still not getting the newsletters by . John Freels and Chris Albonetti said to let one of them know these peoples addresses so that Chris can fix the problem. John Freels asked John Watkins to present the recommendations of the Nominating Committee. John Watkins presented the committee s recommendations for the TVOS Board. The recommendations were Mike Bishop and Ralph Johnston. Having no nominations from the floor, motion was made and seconded to elect these board members. Board members were approved. John Watkins presented the committee s recommendations for the TVOS Officers. The recommendations were: Chris Card, President; Jim Newton, Vice-President; Roger Hargis, Treasurer; and Katie Martin, Secretary. Motion was made and seconded to elect the recommendations of the committee. Officers were approved. There being no further business, a motion to adjourn was made and seconded. Meeting adjourned. REPORTS: Membership Report Read by Chris Card, for Paul Downs 128 member, 10 comp and 70 paid Members. Chris Card spoke on non-payment of members; suggestion was made for Paul Downs to make 2 nd notice. It was mentioned that Paul was already doing this. Chris is going to put something in the written procedures that are being developed, to notify via before deleting. Membership Discussion was made regarding the use of pay pal to pay membership fees. Speak about Putting this on website as a convenience for new people joining. Motion to put a pay pal on website, motion approved. Motion to get Charlie to set up pay pal via web. Motion seconded. Motion approved. Chris is going to Charlie. Roger is going to work with Charlie to make this happen. TREASURER S REPORT: See page 12. New Balance is 6, / as of 4/ Westcott Scholarship fund 4/6/2013 motion to accept made. Motion passed. OLD BUSINESS: 501 c still waiting on IRS to respond as to current status of Organization. Looks like it will be the end of the month before we hear anything NEW BUSINESS: Committee members were finalized: A. Nominating Committee: Al Porrell, Chairman, John Watkins / Tom Lewis B. Membership Coordinator: Paul Downs C. News Letter Editor: Chris Albonetti D. Historian: Michael Johnson F. Web Master: Charlie Meyers Wescott Scholarship Funding: Bill Nash recommended the amount of $ motion was made, seconded and approved. Summer Fun Day: Discussion was made as to location, coordination of event. Motion was made to have it at Nolichucky Vineyard, in conjunction with The Wine Blues and BBQ Festival. Cost will be at a discounted rate of $ This will include, BBQ Plate (1) and day of events and music. Coordinator will be Jim Newton. Board meeting will begin at 11am. Motion was made, seconded and approved. 10

11 BOARD MEETING NEW BUSINESS (CON T): TVOS Business Calendar: President Chris Card presented the business calendar for the 2013 Board of Directors and agenda. He felt it necessary to have 6 meetings in order to conduct the business operation necessary for the TVOS Organization. Motion was made to approve calendar, seconded motion passed. Comment was made that it is likely not all board members will be able to be at all of the meetings because of schedule conflicts. Review of 2013/2014 Budget Proposal: Chris Card, President presented a proposed budget. There was much discussion regarding this budget and the cost associated with The Annual Wine Competition specifically. This year s budget if based on last year s revenue and expenses would have a negative balance with costs greater than income. Much discussion was made to increase new membership dues to $25.00 to offset the negative balance, to reduce cost associated with the wine competition, and also to increase the wine competition entry fee to $9 per bottle. After much discussion and time, a motion was made to let Chris Card, President, revise this Budget Proposal again and resubmit a balanced proposal to the Board via attachment. Motion was seconded and approved.
