1 February 1, 2018 Elizabeth Hanson City Planner Community Development Department City of Chaska One City Hall Plaza Chaska, MN RE: Project Description + Application Narrative New Commercial/Retail Development 1110 Hazeltine Boulevard Chaska, Minnesota Elizabeth, The following project description and application narrative is being submitted as part of the review process for approval of a new commercial/retail development in Chaska, Minnesota. The proposed development, which is comprised of three retail establishments; Starbucks, Chipotle, and ALDI, as well as a shared parking lot, is located at 1110 Hazeltine Boulevard on an existing parcel of 3.49 acres. As part of the future approvals process, we will be requesting that the parcel be split into three individual lots (.48 acres,.65 acres, 2.36 acres, respectively) to accommodate the proposed new development. Note that the site was previously mass graded as part of the initial development, and no wetlands are present on site. It should also be noted that, due to site constraints, no snow will be stored onsite. All snow will be removed via contracted snow removal services. Several means of connectivity will be provided as part of the site design to provide both pedestrianfriendly movement within and around the site, and to enhance the public right-of-way. This includes connectivity to the existing public trail system along Highway 41, Hazeltine Boulevard, and the private drive that travels along the east side of the development. Internal connectivity will also be provided within the development for convenient, safe pedestrian travel between all three commercial/retail establishments. Public connectivity to the proposed development will be provided via two accesses off of the private drive east of the development. This private drive is also connected to Hazeltine Boulevard which provides connection to the public right-of-way. There is also a separate access off of the private drive at the south side of the site to allow access to the ALDI loading dock. These accesses were strategically placed to provide efficient and practical maneuverability through the site based on the location of each establishment and their unique characteristics. The addition of these establishments in this high-visibility, commercial/retail area close to Highway 41 with connections to Hazeltine Boulevard and Hundertmark Road will provide an ideal, easily-accessible location, while expanding and providing a balanced mix of commercial/retail businesses. The site layout and building design aspects as proposed will provide a welcoming, diverse, and vibrant development that preserves and promotes the character of the area. From the exterior, all three building designs will share a complementary image while maintaining the unique identity of each establishment. The Starbucks and Chipotle establishments will provide an open, inviting atmosphere with glass storefronts and dining areas, adequate indoor seating, and outdoor patio areas, which will foster interaction between residents of the Chaska community. 2 whole also promotes the relationship between the surrounding commercial/retail development and the community with connectivity to Hazeltine Boulevard, Hundertmark Road, and the public trail system. Design quality was a principal guiding factor throughout the design process. The development as proposed enhances the character and appearance of the open lot by incorporating aesthetically pleasing design elements, ample green space, outdoor patio areas, and high-end landscaping. Additional measures were also implemented to preserve the existing Oak trees located near the Hazeltine Boulevard right-of way in an effort to maintain the natural conditions. Each establishment is designed with sustainability in mind. Sustainability initiatives for both Starbucks and Chipotle include incorporating glass at their storefront, dining, and patio areas to allow for natural lighting. Both establishments also utilize daylight harvesting which automatically dims lighting based on the amount of natural light present. All three establishments utilize occupancy sensors in storage areas, restrooms, and other intermittently used areas. ALDI incorporates a dual switch system which allows half of the lighting to be turned off during stock hours, thus decreasing the lighting output during these times. ALDI stores are also designed with a heatreflective, energy efficient Thermoplastic polyolefin (TPO) cool roof roofing system which reflects heat from the roof to conserve energy usage. The lighting for all three establishments is LED based and designed to limit light pollution such as over illumination, glare, light clutter, and light trespass as shown on the Photometric Plans. All three establishments strive to minimize light pollution by only incorporating lighting where required for safety and comfort, with the exception of some low-impact, building-mounted accent lighting for aesthetics. All LED site lighting is coupled with a smart lighting control system which automatically turns the lighting on/off based on programmed timing and/or the amount of natural light present. From the site layout and location, to the complementary architectural materials and design features, the proposed development will provide a welcoming environmental to all. Approval of the development as proposed will fulfill the initial intent of the original development for future retail/commercial growth, improve and enhance the open lot and public right-of-way, and provide added amenities for the residents of Chaska. These considerations along with the supplemental information provided support approval of this request. 3 MEMORANDUM DATE: March 2, 2018 TO: FROM: Elizabeth Hanson, City Planner Ryan Anderson SUBJECT: Analysis for New Commercial/Retail Development (ALDI/Starbucks/Chipotle) This memo has been prepared to provide an analysis of the parking requirements for the ALDI, Chipotle, and Starbucks establishments in conjunction with review of the proposed parking for this site. City staff initially performed counts for the ALDI store, while ISG provided counts for Starbucks and Chipotle. All counts were performed during the peak hours for each establishment. The table below provides a summary of all data collected. Starbucks and Chipotle counts were analyzed at the times noted above. While these times are during the peak usage period, this is only a snapshot of the peak period measured. All Chipotle locations were located within multi-tenant buildings shared with other retail establishments. The counts provided are based on the best estimate of how many cars in the shared lot were being utilized for Chipotle at that time. The Bloomington Starbucks location did not have a drive-through. Per the city s request we gathered data at two more ALDI locations. The ALDI in Rosemount is part of a shared center that is 6.54 acres in size. The tenants within this center are ALDI, Starbucks, Eddie Cheng, Park Dental Rosemount, Sprint, Karate Yoga, Fantastic Sam s, Orchid Nails & Spa, Snap Fitness, a child care center and Ruby s Redeye Grill. The total amount of parking provided in this center for all tenants is 241 stalls. More notably, ALDI s dedicated parking count is 91 stalls and Starbucks is 13 stalls. 4 The ALDI in Savage is part of a shared center that is 8.82 acres in size. The tenants within this center are ALDI, Dunn Bros. Coffee, a salon, $5 Tan, a credit union, Xcape, The Modern Sportsman, Qgirl, Woodland Pizza, Thrive, Asian Bowl, Lucky Nails, Learning Rx, Kyoto Sushi, McHugh s Grille & Bar, a flower shop, Savage Eye Clinic and a dry cleaner. The total amount parking provided for all tenants is 314 stalls. More notably, ALDI s dedicated parking count is approximately 86 stalls and Dunn Bros Coffee is approximately 16 stalls. In comparison, this project proposes a shared center that is 3.49 acres in size and the tenants will be ALDI, Starbucks and Chipotle. The total amount of parking provided for all three tenants is 133 stalls. The site is designed with the intent that parking will be shared among all three establishments. The amount of shared parking is slightly less than the required 138 stalls per City Code based on building area, the site design and orientation of the development provides the maximum amount of parking feasible. This design also takes into consideration the peak hours for each establishment. Because peak hours for the establishments vary, with Starbucks primary peak hours in the morning, Chipotle s primary peak hours during lunch and dinner, and ALDI s primary peak hours in the late morning and early evening, the amount of parking provided will be sufficient for all establishments. All three retailers have reviewed and approved the site layout and parking as proposed, and are confident that the quantity of parking is sufficient to serve their establishments. In addition, there is a Reciprocal Easement Agreement (REA) in place for Hazeltine Plaza which will allow patrons of these establishments to utilize the parking area east of the private drive, if necessary. TOLD s project has stacking for 8 cars. Per Starbucks criteria a 6-car queue is acceptable while an 8-car queue is preferable. TOLD s project has space for an 8-car queue. Per Starbucks criteria 17 dedicated parking spaces is acceptable. TOLD s project has hundreds of shared parking spaces. Average D/T window time is 43 seconds. Starbucks studies show that a 5-car stack from d/t window to menu board is most efficient to process orders. TOLD s project allows for 2-way circulation of the parking lot with 2 points of egress.
