1 ANAPHYLAXIS POLICY BACKGROUND / INTRODUCTION The Anaphylaxis Act 2008, the Anaphylaxis Guidelines fr Victrian Schls 2017 and Ministerial Order 706 (amended in 2015) require schls t have an Anaphylaxis Plicy in place. Anaphylaxis is a severe, rapidly prgressive allergic reactin that is ptentially life threatening. The mst cmmn allergens in schl aged children are peanuts, eggs, tree nuts (e.g. cashews), cw s milk, fish and shellfish, wheat, sy, sesame, latex, certain insect stings and medicatin. The key t preventin f anaphylaxis in schls is knwledge f thse students wh have been diagnsed at risk, awareness f triggers (allergens), and preventin f expsure t these triggers. Partnerships between schls and parents are imprtant in ensuring that certain fds r items are kept away frm the student while at schl. PURPOSE The aim f this plicy is t: minimise the risk f an anaphylactic reactin ccurring while the student is in the care f the schl. ensure all staff members respnd apprpriately t an anaphylactic reactin by initiating apprpriate treatment, including cmpetently administering an EpiPen autinjectr. raise the cmmunity s awareness abut anaphylaxis and its management thrugh educatin and schl plicy implementatin. GUIDELINES / IMPLEMENTATION All members f the schl cmmunity shuld be aware that it is nt pssible t achieve a cmpletely allergen-free envirnment. Staff and parents shuld nt have a false sense f security that an allergen has been eliminated frm the envirnment. Instead, the schl recgnises the need t adpt a range f prcedures and risk minimisatin strategies t reduce the risk f a student having an anaphylactic reactin, including strategies t minimise the presence f the allergen in the schl. Parent Respnsibilities 1. Infrm the schl in writing, either at enrlment r diagnsis, f the student's allergies, and whether the student has been diagnsed as being at risk f anaphylaxis. 2. Obtain and prvide the schl with an ASCIA Actin Plan fr Anaphylaxis frm the student's medical practitiner that details their cnditin, any medicatins t be administered, and any ther relevant emergency prcedures. 3. Immediately infrm schl staff in writing f any changes t the student s medical cnditin and if necessary, btain and prvide an updated ASCIA Actin Plan fr Anaphylaxis. 5. Meet with the schl t develp the student's Individual Anaphylaxis Management Plan, including risk minimisatin and management strategies. 6. Prvide the schl with an adrenaline autinjectr and any ther medicatins that are current and nt expired. 1

2 7. Replace the student s adrenaline autinjectr and any ther medicatin as needed, befre their expiry date r when used. 8. Meet with schl staff t discuss planning and preparatin fr the student prir t camps, field trips, incursins, excursins r special events (e.g. class parties, cultural days, fetes r sprt days) and prvide alternative fd ptins fr the student when needed. 9. Infrm schl staff in writing f any changes t the student's emergency cntact details. 10. Participate in reviews f the student's Individual Anaphylaxis Management Plan: when there is a change t the student's cnditin as sn as practicable after the student has an anaphylactic reactin at schl annually prir t the student participating in an ff-site activity such as camps and excursins, r at special events cnducted, rganised r attended by the schl. Principal Respnsibilities The schl principal has verall respnsibility fr implementing strategies and prcesses fr ensuring a safe and supprtive envirnment fr students at risk f anaphylaxis. 1. Develp, implement and review the schl s Anaphylaxis Plicy in accrdance with the Order and the DET Anaphylaxis Guidelines. 2. Actively seek infrmatin t identify students with severe life-threatening allergies r thse wh have been diagnsed as being at risk f anaphylaxis, either at enrlment r at the time f diagnsis (whichever is earlier). 3. Ensure that parents prvide an ASCIA Actin Plan fr Anaphylaxis which has been cmpleted and signed by the student's medical practitiner and cntains an up-t-date phtgraph f the student. 4. Ensure that an Individual Anaphylaxis Management Plan is develped in cnsultatin with the student s parents fr any student that has been diagnsed by a medical practitiner with a medical cnditin relating t allergy and the ptential fr an anaphylactic reactin, where the schl has been ntified f that diagnsis. This includes ensuring the dcumentatin f practical strategies fr activities in bth in-schl and ut-fschl settings t minimise the risk f expsure t allergens, and the nminatin f staff wh are respnsible fr implementing thse strategies. The risk minimisatin plan will be custmised t each particular student fr participatin in nrmal schl activities (e.g. during cking and art classes) and at external events (e.g. swimming sprts, camps, excursins and interstate/verseas trips). Ensure students Individual Anaphylaxis Management Plans are apprpriately cmmunicated t all relevant staff. 5. Ensure that the canteen prvider and all f its emplyees can demnstrate satisfactry training in the area f fd allergy and anaphylaxis and its implicatins fr fd-handling practices. This includes careful label reading, and an understanding f the majr fd allergens that trigger anaphylaxis and crsscntaminatin issues specific t fd allergies. Further infrmatin n fd service management is available at: 6. Ensure that parents prvide the schl with an adrenaline autinjectr fr their child that is nt ut-fdate and a replacement adrenaline autinjectr when requested t d s. 7. Ensure that an apprpriate Cmmunicatin Plan is develped t prvide infrmatin t all schl staff, students and parents abut anaphylaxis and the schl's Anaphylaxis Management Plicy. 2

Ensure there are prcedures in place fr prviding infrmatin t schl vlunteers and casual relief staff abut: students wh are at risk f anaphylaxis, and their rle in respnding t an anaphylactic reactin f a student in their care. 9. Ensure all schl staff have successfully cmpleted an apprved anaphylaxis management training curse in the prir three years (fr face-t-face training in 22300VIC r 10313NAT), r tw years (fr the ASCIA e- training). 10. Ensure that schl staff wh are appinted as Schl Anaphylaxis Supervisr(s) are apprpriately trained in the Curse in Verifying the Crrect Use f Adrenaline Autinjectr Devices 22303VIC (every 3 years). 11. Ensure that all schl staff are briefed at least twice a year by the Schl Anaphylaxis Supervisr (r ther apprpriately trained member f the schl staff). Infrmatin t be cvered shuld include: the schl's Anaphylaxis Management Plicy the causes, symptms and treatment f anaphylaxis the identities f students diagnsed as being at risk f anaphylaxis and the lcatin f their medicatin hw t use an adrenaline autinjectr, including hands-n practice with an adrenaline autinjectr trainer device (which des nt cntain adrenaline) the schl's general first aid and emergency prcedures the lcatin f adrenaline autinjectr devices prescribed fr individual students that have been purchased by their family and the adrenaline autinjectr devices that have been purchased by the schl fr general use. 12. Encurage nging cmmunicatin between parents and schl staff abut the current status f the student's allergies, the schl's plicies and their implementatin. 13. Ensure that the student's Individual Anaphylaxis Management Plan is reviewed: annually in cnsultatin with parents at the beginning f each schl year, when the student's medical cnditin changes, as sn as practicable after a student has an anaphylactic reactin at schl, and whenever a student is t participate in an ff-site activity such as camps r excursins. 14. Ensure the Risk Management Checklist fr anaphylaxis is cmpleted and reviewed annually. 15. Purchase and maintain a minimum f 2 adrenaline autinjectrs fr general use t be part f the schl's first aid kit. Schl Anaphylaxis Supervisr Respnsibilities The principal is respnsible fr appinting staff t take n the rle f Schl Anaphylaxis Supervisr. The Schl Anaphylaxis Supervisr will take a lead rle in supprting the Principal and ther schl staff t implement the schl s Anaphylaxis Management Plicy. 1. Wrk with the principal t develp, implement and regularly review the schl's Anaphylaxis Management Plicy. 2. Attend certified training in hw t recgnise and respnd t an anaphylactic reactin, including administering an adrenaline autinjectr (i.e. EpiPen ). At a minimum, have currency in the Curse in Verifying the Crrect Use f Adrenaline Autinjectr Devices 22303VIC (every 3 years) and the ASCIA Anaphylaxis e-training fr Victrian Schls (every 2 years). 3. Verify the crrect use f adrenaline autinjectr (trainer) devices by ther schl staff undertaking the ASCIA Anaphylaxis e-training fr Victrian Schls. 4. Prvide access t the adrenaline autinjectr (trainer) device fr practice by schl staff. 3

4 5. Send reminders t staff r infrmatin t new staff abut anaphylaxis training requirements and liaise with the principal t maintain recrds f training undertaken by staff at the schl. 6. Lead the twice-yearly anaphylaxis schl briefing. 7. Develp schl-specific scenaris t be discussed at the twice-yearly briefing t familiarise staff with respnding t an emergency situatin requiring anaphylaxis treatment fr example: a bee sting ccurs n schl grunds and the student is cnscius an allergic reactin where the child has cllapsed n schl grunds and the student is nt cnscius. 8. Keep an up-t-date register f students at risk f anaphylaxis. 9. Keep a register f adrenaline autinjectrs, including a recrd f when they are in and ut frm the central strage pint. Fr instance, when they have been taken n excursins, camps etc. 10. Wrk with the principal, parents and students t develp, implement and review each Individual Anaphylaxis Management Plan t: ensure that the student s emergency cntact details are up-t-date ensure that the student s ASCIA Actin Plan fr Anaphylaxis matches the student s supplied adrenaline autinjectr regularly check that the student s adrenaline autinjectr is nt ut-f-date, such as at the beginning r end f each term, and recrd this infrmatin in the register f adrenaline autinjectrs infrm parents in writing that the adrenaline autinjectr needs t be replaced ne mnth prir t the expiry date, and fllw up with parents if the autinjectr is nt replaced ensure that the student s adrenaline autinjectr is stred crrectly (at rm temperature and away frm light) in an unlcked, easily accessible place ensure that a cpy f each student s ASCIA Actin Plan fr Anaphylaxis is stred with that student's adrenaline autinjectr. 11. Wrk with schl staff t undertake nging risk identificatin, minimisatin, assessment and management f strategies as required. 12. Wrk with schl staff t develp strategies t raise their wn, students and schl cmmunity awareness abut severe allergies. 13. Prvide r arrange pst-incident supprt (e.g. cunselling) t students and schl staff, if apprpriate. Schl Staff Respnsibilities All schl staff includes teachers, specialist staff, administratrs, canteen staff and casual relief staff. 1. Knw and understand the schl s Anaphylaxis Management Plicy. 2. Knw the identity f students wh are at risk f anaphylaxis. 3. Understand the causes, symptms, and treatment f anaphylaxis. 4. Attend nline and in-huse training regular training in hw t recgnise and respnd t an anaphylactic reactin, including administering an adrenaline autinjectr. 5. Knw where t find a cpy f each student s ASCIA Actin Plan fr Anaphylaxis quickly, and fllw it in the event f an allergic reactin. 6. Knw the schl's general first aid and emergency respnse prcedures, and understand their rle in relatin t respnding t an anaphylactic reactin. 4

5 7. Knw where students' adrenaline autinjectrs and the adrenaline autinjectrs fr general use are kept. 8. Knw and fllw the risk minimisatin strategies in the student's Individual Anaphylaxis Management Plan. 9. Plan ahead fr special class activities (e.g. cking, art and science classes), r special ccasins (e.g. excursins, incursins, sprt days, camp, cultural days, fetes and parties), either at schl, r away frm schl. Wrk with parents t prvide apprpriate fd fr their child if the fd the schl/class is prviding may present an allergy risk fr him r her. 10. Avid the use f fd treats in class r as rewards, as these may cntain allergens. Wrk with parents t prvide apprpriate treats fr students at risk f anaphylaxis. 11. Be aware f the pssibility f hidden allergens in fds and f traces f allergens when using items such as egg r milk cartns in art r cking classes. 12. Be aware f the risk f crss-cntaminatin when preparing, handling and displaying fd. 13. Make sure that tables and surfaces are wiped dwn regularly and that students wash their hands befre and after handling fd. 14. Raise student awareness abut allergies and anaphylaxis, and the imprtance f each student s rle in fstering a schl envirnment that is safe and supprtive fr their peers. An individual Anaphylaxis Management Plan will set ut the fllwing: Infrmatin abut the student s medical cnditin that relates t allergy and the ptential fr anaphylactic reactin, including the type f allergy r allergies the student has (based n a diagnsis frm a medical practitiner); Strategies t minimise the risk f expsure t knwn and ntified allergens while the student is under the care r supervisin f schl staff, fr in-schl and ut-f-schl settings including in the schl yard, at camps and excursins, r at special events cnducted, rganised r attended by the Schl; Infrmatin n where the student s medicatin will be stred The name, address and phne number f the student s parents and emergency cntact details; and An ASCIA Actin Plan fr Anaphylaxis prvided by a medical practitiner t parents when a child is diagnsed as being at risk f anaphylaxis. This can be dwnladed frm Refer t Appendix B fr a cpy f KPS Individual Management Plan Template The Student s Individual Anaphylaxis Management Plan will be reviewed, in cnsultatin with the student s parents in all the fllwing circumstances: a) annually; b) if the student s allergy related medical cnditin changes; c) as sn as practicable after the student has an anaphylactic reactin at Schl; and d) when the student is t participate in an ff-site activity, such as camps and excursins, r at special events cnducted, rganised r attended by the Schl (eg: class parties, elective subjects, cultural days, fetes, incursins). RISK MINIMISATION STRATEGIES Minimisatin f the risk f anaphylaxis is everyne s respnsibility, including the Principal, schl staff, parents, students and the brader schl cmmunity. Parents must assist the schl t manage the risk f anaphylaxis as specified in the Order including: cmmunicate their child's allergies and risk f anaphylaxis t the schl at the earliest pprtunity, in writing and preferably n enrlment cntinue t cmmunicate with schl staff and prvide up t date infrmatin abut their child s medical cnditin and risk factrs 5

6 btain and prvide the schl with an ASCIA Actin Plan fr Anaphylaxis cmpleted by a medical practitiner participate in yearly reviews f their child s Individual Anaphylaxis Management Plan ensure that their child has an adrenaline autinjectr at schl at all times that is current (ie the device has nt expired). The Schl will maintain a cmplete and up t date list f students identified as having an allergy related medical cnditin. Individual Anaphylaxis Management Plans and ASCIA Actin Plans will be placed in: the students classrm; the frnt f the Attendance Rll; the Anaphylaxis Flder in the Sick Bay; the Student s Medicatin bag. First Aid backpacks that are carried by staff n excursins and camps. Risk Minimisatin Strategies in the Schl Setting In Classrms 1. The student's Individual Anaphylaxis Management Plan will be lcated in the teacher s Attendance Rll. The ASCIA Actin Plan will be displayed near the classrm dr. The Adrenaline Autinjectr is kept in the Office. 2. Teachers t liaise with parents abut fd-related activities ahead f time. 3. Fd is nt t be used as treats in the classrm. Parents f students with fd allergy will be asked t prvide a treat bx with alternative treats. Treat bxes shuld be clearly labelled with the student s name. 4. Prducts labelled 'may cntain traces f nuts' shuld nt be served t students allergic t nuts. Prducts labelled may cntain milk r egg shuld nt be served t students with milk r egg allergy and s frth. 5. All staff t be aware f the pssibility f hidden allergens in fd and ther substances used in cking, fd technlgy, science and art classes (e.g. egg r milk cartns, empty peanut butter jars). 6. Ensure all cking utensils, preparatin dishes, plates, and knives and frks etc are washed and cleaned thrughly after preparatin f fd and cking. 7. Have regular discussins with students abut the imprtance f washing hands, eating their wn fd and nt sharing fd. 8. A designated staff member (Assistant Principal) will infrm staff and casual relief teachers f the names f any students at risk f anaphylaxis, the lcatin f each student s Individual Anaphylaxis Management Plan and adrenaline autinjectr, and each individual persn s respnsibility in managing an incident. ie seek a trained staff member. In the Yard 1. Schl Staff n yard duty: must be trained in the administratin f the adrenaline autinjectr (i.e. EpiPen / Anapen ) t be able t respnd quickly t an anaphylactic reactin if needed. Must carry a first aid bag, that has phts f students with anaphylaxis. 2. The adrenaline autinjectr and each student s Individual ASCIA Actin Plan are easily accessible frm the yard, and staff shuld be aware f their exact lcatin ie Schl Office. 6

7 3. The Schl has a Cmmunicatin Plan in place s the student s medical infrmatin and medicatin can be retrieved quickly if a reactin ccurs in the yard. In the Canteen 1. Canteen staff shuld be able t demnstrate satisfactry training in fd allergen management and its implicatins n fd-handling practices, including knwledge f the majr fd allergens triggering anaphylaxis, crss-cntaminatin issues specific t fd allergy, label reading, etc. Refer t: 'Safe Fd Handling' in the Schl Plicy and Advisry Guide, available at: 2. Prminently display the persn respnsible fr the canteen with training in Safe Fd Handling. 3. Display the student s name and pht in the canteen as a reminder t staff & parents. 4. A n-sharing apprach fr students with fd allergy is recmmended fr fd, utensils and fd cntainers at schl. Risk Minimisatin Strategies in ut f Schl Setting Excursins / Sprting Events / Special Events 1. Schl Staff supervising a special event must be trained in the administratin f an adrenaline autinjectr and be able t respnd quickly t an anaphylactic reactin if required. 2. A Schl Staff member r team f Schl Staff trained in the recgnitin f anaphylaxis and the administratin f the adrenaline autinjectr must accmpany any student at risk f anaphylaxis n excursins and ther ut f schl events. These students are nt t be under the supervisin f parent vlunteers. 3. The adrenaline autinjectr and a cpy f the Individual ASCIA Actin Plan fr each student at risk f anaphylaxis will be stred in each student s medicatin bag carried by Schl Staff. 4. Fr each excursin etc, a risk assessment shuld be undertaken fr each individual student attending wh is at risk f anaphylaxis. The risks may vary accrding t the number f anaphylactic students attending, the nature f the excursin/sprting event, size f venue, distance frm medical assistance, the structure f excursin and crrespnding staff-student rati. All Schl Staff members present during the excursin need t be aware f the identity f any students attending wh are at risk f anaphylaxis and be able t identify them by face. 5. Parents may be requested t accmpany their child n excursins. This will be discussed with parents as anther strategy fr supprting the student wh is at risk f anaphylaxis. Camps and Remte Settings 1. Prir t engaging a camp wner/peratr s services the Schl must make enquiries as t whether: a) it can prvide fd that is safe fr anaphylactic students b) mbile cverage is available If a camp wner/peratr cannt prvide this cnfirmatin t the schl, then the schl shuld cnsider using an alternative service prvider. 2. The schl will nt sign any written disclaimer r statement frm a camp wner/peratr that indicates that the wner/peratr is unable t prvide fd, which is safe fr students at risk f anaphylaxis. 3. Schl staff will cnsult with parents f students at risk f anaphylaxis and the camp wner/peratr t 7

8 ensure that apprpriate risk minimisatin and preventin strategies and prcesses are in place t address an anaphylactic reactin shuld it ccur. 4. Prir t the camp taking place schl staff will cnsult with the student's parents t develp the students Individual Anaphylaxis Management Plan fr Camp t ensure that it is up t date and relevant t the circumstances f the particular camp. 5. The student's adrenaline autinjectr, Individual Anaphylaxis Management Plan fr Camp, including the ASCIA Actin Plan fr Anaphylaxis and a mbile phne must be taken n camp. 6. Schl staff participating in the camp will: be clear abut their rles and respnsibilities in the event f an anaphylactic reactin. check the emergency respnse prcedures that the camp prvider has in place and ensure that these are sufficient in the event f an anaphylactic reactin and ensure all schl staff participating in the camp are clear abut their rles and respnsibilities. 7. The schl will take an adrenaline autinjectr fr general use n a schl camp, even if there is n student at risk f anaphylaxis, as a back-up device in the event f an emergency. 8. All staff attending camp shuld familiarise themselves with the students Individual Anaphylaxis Management Plans and plan emergency respnse prcedures fr anaphylaxis prir t camp and be clear abut their rles and respnsibilities in the event f an anaphylactic reactin. 9. Cnfirm details f lcal emergency services and hspitals well befre the camp. Ensure cntact details f emergency services are distributed t all schl staff as part f the emergency respnse prcedures develped fr the camp. 10. Students with anaphylaxis attending camp will carry their adrenaline autinjectr frm hme with them at all times n camp. Assigned staff will carry the student s schl based autinjectr at all times. 11. The student s schl based adrenaline autinjectr will be carried in the schl first aid kit; Remember that all schl staff members still have a duty f care twards the student even if they d carry their wn adrenaline autinjectr. 12. Students with allergies t insects shuld always wear clsed shes and lng-sleeved garments when utdrs and shuld be encuraged t stay away frm water r flwering plants. 13. Cking and art and craft games shuld nt invlve the use f knwn allergens. 14. Cnsider the ptential expsure t allergens when cnsuming fd n buses and in cabins. Annual Risk Management Checklist (Refer t Appendix A) The principal will cmplete an annual Risk Management Checklist t mnitr cmpliance with the Ministerial Order 706, DET guidelines and their bligatins. The annual checklist can be dwnladed frm EMERGENCY RESPONSE In the event f a severe anaphylactic reactin (as nted n individual plans), the Emergency Respnse Prcedures as stated belw must be fllwed, tgether with the schl s general first aid and the student s ASCIA Actin Plan. When a student with an allergy related medical cnditin and the ptential fr anaphylactic reactin is under the care r supervisin f the schl, utside f nrmal class activities, including in the schl yard, at camps and excursins, r at special events cnducted, rganised r attended by the schl, the principal must ensure that there are a sufficient number f schl staff present wh have been trained in accrdance with the DET guidelines and as detailed belw in this plicy. If the child s parent is present at an ut f schl hurs events, the parent will be 8

9 respnsible fr the care and supervisin f their child. Schl staff will bring a minimum f ne f the schl back-up EpiPens in the Excursin/Camps bag.
