1 Bx Hill Senir Secndary Cllege Anaphylactic Plicy 2014 Ministerial Order 706 On 14 July 2008, the Children s Services and Educatin Legislatin Amendment (Anaphylaxis Management) Act 2008 came int effect amending the Children s Services Act 1996 and the Educatin and Training Refrm Act 2006 requiring that all licensed children s services and schls have an anaphylaxis management plicy in place. Ministerial Order Anaphylaxis Management in Victrian Schls utlines the requirements f a schl Anaphylaxis Management Plicy. Ministerial Order 706 cmes int effect n 22 April 2014 and repeals Ministerial Order 90. All schls must review and update their existing plicy and practices in managing students at risk f anaphylaxis t ensure they meet the legislative and plicy requirements utlined belw. Any schl that has enrlled a student r students at risk f anaphylaxis must by law have a Schl Anaphylaxis Management Plicy in place that includes the fllwing: a statement that the schl will cmply with Ministerial Order 706 and assciated guidelines an Individual Anaphylaxis Management Plan (that includes an individual ASCIA Actin Plan fr Anaphylaxis) fr each affected student, develped in cnsultatin with the student s parents/carers and medical practitiner infrmatin and guidance in relatin t the schl s management f anaphylaxis, including: preventin strategies t be used by the schl t minimise the risk f an anaphylactic reactin fr in-schl and ut-f-schl settings schl management and emergency respnse prcedures that can be fllwed when respnding t an anaphylactic reactin the purchase f spare r 'backup adrenaline aut-injectin devices(s) as part f the schl first aid kit(s), fr general use develpment f a Cmmunicatin Plan t raise staff, student and schl cmmunity awareness abut severe allergies and the Schl s Anaphylaxis Management Plicy regular training and updates fr schl staff in recgnising and respnding apprpriately t an anaphylactic reactin, including cmpetently administering an EpiPen/Anapen and cmpletin f an Annual Anaphylaxis Risk Management Checklist. Anaphylaxis is a severe, rapidly prgressive allergic reactin that is ptentially life threatening. The mst cmmn allergens in schl aged children are peanuts, eggs, tree nuts (e.g. cashews), cw s milk, fish and shellfish, wheat, sy, sesame, latex, certain insect stings and medicatins.
2 Signs and symptms f anaphylaxis Fr a mild t mderate allergic reactin can include: swelling f the lips, face and eyes hives r welts abdminal pain and/r vmiting. Fr a severe allergic reactin can include: difficulty breathing r nisy breathing swelling f the tngue swelling/tightness in the thrat difficulty talking and/r a harse vice wheezing r persistent cughing lss f cnsciusness and/r cllapse yung children may appear pale and flppy Aims: T facilitate the safety f students suffering frm anaphylaxis, the Cllege will fllw DEECD Anaphylaxis guidelines fr students wh are recgnised as at risk. Implementatin: Anaphylaxis Management Plans will be develped fr every student wh has been diagnsed as at risk f anaphylaxis. The student s Anaphylaxis Management Plan shuld clearly set ut: the type f allergy r allergies. the student s emergency cntact details. practical strategies t minimise the risk f expsure t allergens fr in-schl and ut f class settings, including:» during classrm activities» in the canteen r during lunch r snack times» befre and after schl in the yard and during breaks» fr special events such as incursins, sprt days r class parties» fr excursins and camps. the name f the persn/s respnsible fr implementing the strategies. infrmatin n where the EpiPen will be stred. The Anaphylaxis Management Plan shuld als include an Australasian Sciety f Clinical Immunlgy and Allergy (ASCIA) Actin Plan. It is the respnsibility f parents/carers t cmplete an ASCIA Actin Plan, in cnsultatin with their child s medical practitiner, and prvide a cpy t the schl. The ASCIA Actin Plan must be signed by the student s medical practitiner, and have an up t date phtgraph f the student. A cpy f the student s ASCIA Actin Plan will be kept in the First Aid Office and with the Epipen in the General Office and will be easily accessible by staff in the event f an incident. Infrmatin is t be kept up t date and reviewed annually with the student s parents/carers. When reviewed, parents shuld als prvide an updated pht f the child fr the ASCIA Actin Plan. Strage and Accessibility f EpiPens If a student has been prescribed an EpiPen, the EpiPen must be prvided by the student s parent/carers t the schl. Epipens will be lcated in the General Office and when deemed apprpriate by parents and the cllege, anther epipen may be carried by an anaphylactic student. Epipens shuld be clearly labelled with the student s name. A cpy f the student s ASCIA Actin Plan shuld be kept with the EpiPen. Each student s EpiPen shuld be distinguishable frm ther students EpiPens and medicatins.
3 All staff shuld knw where the EpiPen is lcated. EpiPens shuld be signed in and ut when taken frm the usual place, fr example fr camps r excursins. Respnsibilities: Cllege. Respnsible fr: Actively seeking infrmatin t identify students with severe life threatening allergies at enrlment. Meeting with parents/carers t btain infrmatin abut student s allergies and preventin strategies if a student has been diagnsed as being at risk f anaphylaxis. Cnducting a risk assessment t allergens while the student is in the care f the schl. Requesting that parents prvide an ASCIA Actin Plan that has been signed by the student s medical practitiner and has an up t date phtgraph f the student. Ensuring that parents prvide the student s EpiPen and that it is nt ut f date. Ensuring that relevant staff btain training in hw t recgnise and respnd t an anaphylactic reactin, including administering an EpiPen. Develping a cmmunicatin plan t raise student, staff and parent awareness abut severe allergies and the schl s plicies thrugh newsletters, psters, meetings and training. Prviding infrmatin t all staff (including teaching and nn-teaching, CRT staff, new staff, canteen staff and vlunteers) s that they are aware f students wh are at risk f anaphylaxis, the student s allergies, the schl s management strategies and first aid prcedures. Ensuring that the canteen and ther prgram prviders can demnstrate satisfactry training in the area f anaphylaxis and its implicatins n fd handling practices. Develping and reviewing the student s Anaphylaxis Management Plan annually including an annual risk assessment, in cnsultatin with parents. Supprting staff in cnducting regular reviews f preventin and management strategies and individual student management plans. Supprting staff in develping strategies t raise schl staff, student and cmmunity awareness abut severe allergies. Obtaining training fr staff in hw t recgnise and respnd t an anaphylactic reactin, including administering an EpiPen. Relevant staff. Respnsible fr: Knwing the identity f students wh are at risk f anaphylaxis. Understanding the causes, symptms, and treatment f anaphylaxis. Obtaining training in hw t recgnise and respnd t an anaphylactic reactin, including administering an EpiPen. Knwing the schl s first aid emergency prcedures and what their rle is in relatin t respnding t an anaphylactic reactin. Knwing where the student s EpiPen is kept. Remember that the EpiPen is designed s that anyne can administer it in an emergency. Knwing and fllwing the preventin strategies in the student s Anaphylaxis Management Plan.
4 Planning ahead fr special class activities r special ccasins such as excursins, incursins, sprt days, camps and parties. Wrking with parents/carers t prvide apprpriate fd fr the student. Aviding the use f fd treats in class r as rewards, as these may cntain hidden allergens. Being careful f the risk f crss-cntaminatin when preparing, handling and displaying fd. In fd technlgy, making sure that tables and surfaces are wiped dwn regularly and that students at risk are given an allcated wrkspace. Raising student awareness abut severe allergies and the imprtance f their rle in fstering a schl envirnment that is safe and supprtive fr their peers. Assistant Principal Operatins Respnsible fr supprting the Principal, teachers and Edcatin Supprt staff t implement preventin and management strategies fr the schl that include: Maintaining an up t date register f students at risk f anaphylaxis. Expecting that students emergency cntact details are up t date. Checking that the EpiPen is nt cludy r ut f date regularly, e.g. at the beginning r end f each term. Infrming parents/carers a mnth prir if the EpiPen needs t be replaced. Ensuring that the EpiPen is stred crrectly (at rm temperature and away frm light) in an unlcked, easily accessible place, and that it is apprpriately labelled. Supprting staff in cnducting regular reviews f preventin and management strategies and individual student management plans. Supprting staff in develping strategies t raise schl staff, student and cmmunity awareness abut severe allergies. Parents/carers f a student at risk f anaphylaxis. Respnsible fr: Infrming the schl, either at enrlment r diagnsis, f the student s allergies, and whether the student has been diagnsed as being at risk f anaphylaxis. Obtaining infrmatin frm the student s medical practitiner abut their cnditin and any medicatins t be administered. Infrm schl staff f all relevant infrmatin and cncerns relating t the health f the student. Meeting with the schl t develp the student s Anaphylaxis Management Plan. Prviding an ASCIA Actin Plan, r cpies f the plan t the schl that is signed by the student s medical practitiner and has an up t date phtgraph. Prviding the EpiPen and any ther medicatins t the schl. Replacing the EpiPen and/r medicatins befre it expires. Assisting schl staff in planning and preparatin fr the student prir t schl camps, field trips, incursins, excursins r special events such as class parties r sprt days. Supplying alternative fd ptins fr the student when needed. Infrming the Cllege f any changes t the student s emergency cntact details. Participating in reviews f the student s Anaphylaxis Management Plan, e.g. when there is a change t the student s cnditin r at an annual review.
5 Actin Plan fr Reactin Staff member is t stay with the student. D NOT leave the student unattended. Urgently send anther staff member t the General Office t cllect the Epipen r a student runner t have the Epipen delivered urgently by anther staff member. General Office t ensure First Aid Crdinatr r trained staff member is sent t lcatin als. Fllw the individual students Actin Plan (ASCIA) stred with the Epipen. In mild/mderate reactins - give medicatins if prescribed and directed in plan. With Severe reactins give Epipen nte time administered. Attending Staff member t ensure an ambulance is called. Cntact the parents/carers. Administer first aid as required. Accredited anaphylaxis training curses that meet the requirements f Ministerial Order 706 are: Curse in First Aid Management f Anaphylaxis 22099VIC Curse in Anaphylaxis Awareness 10313NAT. St Jhn Ambulance Victria has been selected t assist the Department with prviding anaphylaxis management training t Victrian schl staff at n expense t gvernment and Cathlic schls. Schls with a student diagnsed at risk f anaphylaxis shuld cntact St Jhn Ambulance Victria n (03) t rganise training fr staff in anaphylaxis management. T find ther registered training rganisatins that deliver anaphylaxis training, g t: Twice Yearly Anaphylaxis Briefings All schls with a child r yung persn at risk f an anaphylactic reactin are required t undertake twice yearly briefings n anaphylaxis management under Ministerial Order 706. A presentatin has been develped t help schls ensure they are cmplying with the legislatin. The briefing presentatin incrprates infrmatin n hw t administer bth an EpiPen and an Anapen and it is expected all staff will practice with the replica EpiPen and Anapen previusly prvided. As part f the briefing, schl staff shuld familiarise themselves f the children and yung peple in the schl at risk f an anaphylactic reactin and their anaphylaxis management plans.
