2 ca«i.xi/2i Page 2 The infoimation on tariff item numbers and tariff measures, and the statistical information asked for in question 10, are given in the appended tables. There are no exchange practices on any agricultural commodities. Information on quantitative restrictions has already been given in Section VI of document C0M.Il/2(s), That document also gives information on questions relating to export subsidies, on subsidies on domestic production and on State trading. These matters are therefore not referred to again in this paper. The other information required is given below for each product. Nontariff Pleasures MIRY PRODUCTS Government policy is to ensure the production of all requirements for fresh liquid milk and this is achieved by fixing producer and consumer prices and providing a guaranteed market for all milk. Milk that is surplus to fresh liquid requirements is manufactured into cheese and butter, but, except as stated in Annex A, Section II A, the producer receives only the net manufacturing value for such milk. In Southern Rhodesia a statutory authority the Dairy Marketing Board provides the guaranteed market. In Northern Rhodesia a producers' cooperative (but financed very largely by the Northern Rhodesia Government) provides the guaranteed market in return for monopoly privileges. In both Territories the consumer price is subsidized and this is paid by meeting the losses of the guaranteed marketing organizations on their resale of milk. These two organizations also manufacture hard cheese (cheddar and gouda) and butter, but the greater part of the Federation's butter requirements are imported. In Nyasaland both market demand and production are small and there are no Government price or marketing measures. Price per Unit of Production (i) Sold on the home market in wholesale quantities. Price of milk sold wholesale: Northern Rhodesia Southern Rhodesia 5/2d per gallon 4/lOd collected 5/ delivered. Price of butter: Northern Rhodesia 1st grade 3/3 per lb. 2nd grade 3/1 per lb. Southern Rhodesia 1st grade 3/3 per lb. 2nd grade 3/1 per lb. Price of Cheddar and gouda N. Rhodesia 1st grade 3/ per lb. 2nd grade 2/10 per lb. S. Rhodesia 1st grade 2/6d per lb. 2nd grade 2/4d per lb.

Level of Protection Guaranteed Price and Price per Unit For milk sold for consumption as fresh whole milk, plus a margin of on million gallons a year, the following prices are guaranteed to farmers: March to June July to November December to February 3/lld per gallon 4/3d»» 3/ld " " These prices average about 3/lOgd a year. There is no guaranteed price an sales above this quantity, but there is a guaranteed market at the net manufacturing value, whioh currently runs at about l/9d a gallon in Southern Rhodesia and l/3d a gallon in Northern Rhodesia, There is no quantitative restriction on production and producers are paid each month the weighted average value of the whole milk and manufacturing milk. MEAT Nontariff Measures Government policy is to encourage adequate production to meet all local requirements. To this end there is a longterm price guarantee for slaughter cattle, operated through the Gold Storage Commission, which is a statutory organization. There are no guarantees relating to sheep or pigs, but a price schedule is gazetted for slaughter pigs.

4 CXM.H/2a Page 4 Level of Protection Price per Unit Producer Prices The guaranteed price to farmers for slaughter cattle averages 123/ per 100 lbs. cold dressed weight, delivered at the Cold Storage Commission's abattoirs, with the Commission retaining the hide and offal. In the event of an export surplus sold at a loss, that loss will be borne by producers. There are no Government guaranteed prices for other meat products. Mutton and lamb obtain from 1/6» 3/ a lb. c.d.w, and top grade pork and bacon pigs a little under 2/ a lb. c.d.w. Import Prices Mutton and lamb imports at between 2/ to 2/6 a lb. landed. Pork imports are very small, and at about 1/6 l/lo landed. Beef imports are from Bechuanaland only at prices equal to the Rhodesian prices, grade for grade. Wholesale Prices The wholesale price of beef on the local market averages about 105/ per 100 lbs. cold dressed weight over all grades. For mutton and lamb the wholesale price ranges between l/9d to 3/ a lb. cold dressed weight depending on grade. Top grade pork averages about 2/ per lb, cold dressed weight. CEREALS Government polioy is to procure sufficient maize to meet all local requirements. " To assist in this there is a longterm price guarantee in Northern and Southern Rhodesia operated by the Federal Government through the Federal Grain Marketing Board. This does not operate in Nyasaland at the request of the Nyasaland Government, but the Territorial Government operates its own yeartoyear pricing system. In Northern and Southern Rhodesia millets and sorghums are also given a guaranteed price and market on a yeartoyear basis. There are no Government guaranteed prices for wheat, barley or oats, but millers accept all offerings at voluntarily agreed prices. 5 COÎ. 11/21 Page 5 There is no wholesale price for wheat or malting barley and wholesale sales of feed barley are negligible. There is no export of grain except of maize. At present exports of Rhodesian maize obtain 35/ to 36/ per 200 lbs. f.o.b. Beira. Level of Protection For maize required in the country there is a guaranteed market at 38/ per 200 lbs. (plus a free bag) to the producer. In future the figure of 38/ may vary from year to year in accordance with production cost changes related to a price of 36/. Surplus maize is paid for at the export value. The method of payment is to pay producers a forecast average price, followed by a supplementary payment when the year's trading is complete. Producer price Northern and Southern Rhodesia Grade A Munga 33/6d per 203 lbs. gross, bagged Kaffir Corn 37/6d» " " " " Rupoko 33/6d» " " " " These are primarily droughtresistant grains and there is negligible trade in these grains outside of Southern Rhodesia. The country is selfsufficient and no import takes place. SUGAR Apart from the tariff measures indicated, the State plays no part in sugar marketing. Produotion is still very small in relation to consumption, but commeroial and private undertakings are planning to increase production to meet all local requirements. Imported raw sugar lands at about 3=42 a ton. There is no subsidy, VEGETABLE OILS There are no subsidies or price control. The local market is protected by quantitative restrictions, but the State plays no other part in the marketing Of this commodity. The local wholesale price of groundnut oil for the grade most commonly sold is l4/6d less 2g$ delivered Southern Rhodesia. The Federation has sufficient of this product to meet its requirements, but imports its requirements of coconut, palm, palm kernel and linseed oils. FISH The State plays no part in the marketing of fish, other than to limit imports or exports to meet local market conditions. Freshly caught lake fish sallat about l/l to 1/6 a lb. The country has no sea coast and all sea fish must therefore be imported.
