9 GENERAL RULES AND REGULATIONS 1. Entries in all classes, unless otherwise specified, will be limited to Rapides Parish residents only, regardless of race, color, sex, age, handicap, religion, or national origin. 2. The Rapides Parish Fair of Louisiana reserves to its Board of Directors the final and absolute right to interpret these rules and regulations and arbitrarily settle and determine all matters, questions, and differences in regard thereto or otherwise arising out of, connected with or incident to the fair. 3. The Board of Directors reserves the right to amend or add to these rules as they, in their judgement, may deem advisable. In the event of conflict of general and specific rules, the latter will govern. 4. Any person who violates any of the following or special rules will forfeit all privileges and premiums and may be subject to such penalty as the Board of Directors may order. 5. The following rules and regulations will apply to each and every department of the fair and exhibitors and concessionaires are required to familiarize themselves with all rules. 6. The 58th Annual Rapides Parish Fair will be held in Alexandria, Louisiana, October 10-15, 2018 on the Fairground site on Highway 71 South. The Board of Directors has the right to postpone, extend, or cancel the dates of the fair for any cause whatsoever, which they deem necessary for the good of all concerned. 7. All entries must be entered at the fairgrounds in their respective division according to the schedule. 8. All livestock exhibits must remain intact until 7:00 a.m., Sunday, October 14, Exhibits in the exhibit building must remain intact until 2:00 p.m., Sunday, October 14, 2018, the closing day of the fair. Failure to comply with this requirement will bar said exhibitor from participating in premiums which may have been awarded by the judge in any department of the fair. 9. All items not advancing to State Fair are to be picked up at the Rapides Parish Fair between the hours of 2:00 p.m. 4:00 p.m. on Sunday, October 14, Articles not picked up on Sunday, may be picked up between 8:00am-9:00am on Monday, October 16, At the end of this period if not claimed will be discarded. 10. No entrance fee will be charged on an article or animal entered for exhibit, except where otherwise specified. 11. The premiums will be paid up to the amount stated on the premium list, if available. Otherwise, they will be cut in proportion to the excess. 12. No premium will be awarded when the article is unworthy though there be no competition. No premium will be awarded in any 9

10 department except as definitely stated in this premium list. Decision of the judges will be final. 13. All property of every character entered for competition, display or other purposes, or being anywhere in the fairgrounds, shall be subject to the control of the Rapides Fair Association Board of Directors. 14. In no case shall the Rapides Fair Association Board of Directors be held responsible for any loss, damage, injury, or death by disease of any character, to any such property or persons, while the same is on the fairgrounds. 15. All exhibitors will be responsible for entering, displaying, maintaining and removing their exhibits. No professional of a category may enter that category of the fair. 16. The management reserves the right to remove from the grounds any exhibit, animal, concession, or show that may be falsely entered and may be deemed unsuitable or objectionable by them without assigning a reason therefore. 17. Nothing will be sold, given away, raffled or otherwise disposed of by an exhibitor or concessionaire with the same as specifically designated in this contract unless given permission by the board. No concessionaire will be allowed to display, sell or give away beer, whiskey, or wine. 18. All exhibits in the exhibit building and the livestock barn must be officially entered in the fair and have a class number assigned to it. 19. Articles exhibited in previous years at the Rapides Parish Fair will be disqualified. ADULT DIVISION RULES AND REGULATIONS 1. Open to any adult resident of Rapides Parish. 2. Only products may be exhibited. (Made since the 2017 fair). Articles previously exhibited will be disqualified. 3. Articles that are not on this premium list will not be accepted for exhibit. 4. Only one article may be entered for each premium by any one exhibitor. 5. All items not advancing to State Fair are to be picked up at the Rapides Parish Fair between the hours of 2:00 p.m. 4:00 p.m. on Sunday, October 14, Articles not picked after the Rapides Parish Fair must be picked up between 8:00 a.m. and 9:00 a.m. Monday, October 15, At the end of this period, if not claimed, these items will be discarded. 11 6. Permission by the exhibitor must be given at time of entry in order for articles to be sent to the State Fair. 26 4. Each exhibitor may enter only one (1) article in each premium number except in livestock classes or as noted. 5. Exhibitors will not be permitted to show more than 3 MARKET STEERS, 3 MARKET HOGS, 3 MARKET GOATS, OR 3 MARKET LAMBS. Exhibitors will be allowed to show only one (1) BREEDING BEEF, DAIRY, SWINE, GOAT, SHEEP and/or HORSE per class. 6. All exhibitors will use their own animals in SHOWMANSHIP & PERFORMANCE classes. 7. Exhibitors are required to furnish water and feed troughs, all feed and hay, and will be responsible for care of their animals and cleaning of pens and tie spaces during the Fair. 8. In Beef, Dairy, Swine and Sheep Breeding, animals must be registered in the name of the youth exhibitor. 9. Any animal that is not halter broke and is considered unsafe by the Livestock Committee, that is to be shown by the 4-H exhibitor, will be removed from the show. 10. All animals must be tied in their designated area from 10:00 a.m. until 9:00 p.m. each day except while grooming animals. 11. Superintendents will be responsible for operating the scales for weighing of all market animals. 12. All exhibits must be made by exhibitor. 13. All crops and garden exhibits must be produced at the exhibitor s home or farm. 14. UNWORTHY EXHIBITS In cases where one exhibit is being exhibited in a class, the judge shall make his award in accordance with the merits of the exhibit being exhibited, which may be either first, second, third, etc. All items not advancing to State Fair are to be picked up at the Rapides Parish Fair between the hours of 2:00 p.m.- 4:00 p.m. on Sunday, October 14, EXCEPTIONS Crops, Fresh Fruits and Vegetables, and baked goods not picked up will be disposed of at fair grounds. 27 PET SHOW RULES and REGULATIONS Open to residents of Rapides Parish only. 1. Any type of pet may be shown as long at it can be handled or controlled by the individual. The pet must belong to the exhibitor. The pet must be a living, breathing animal! 2. Contestants will be competing for trophies and ribbons in these categories: 1. Cutest Pet 2. Best All Around Pet 3. Most Unusual Pet 4. Best Groomed Pet 3. All pet owners are responsible for cleaning up after their pets should they have an accident. Disposal materials will be provided. It is suggested you exercise your pet before the show to reduce this possibility. 4. Dogs may be shown in the Pet Show only in the Non 4-H Division (ages 3-5 and 6-8). 4-H ers must show their dogs in the Dog Show only. Non 4-H ers (ages 9-18) must show their dog in the Non 4-H Dog Show. 5. Exhibitors may show only one (1) pet and one dog 6. The same pet may not be shown by more than one exhibitor. An exhibitor may show only one dog. 4. A dog may only be shown once by one person. In other words, the same dog cannot be shown by more than one person and can only be shown one time. 5. Any dog who is unmanageable or exhibits any temper toward judges, handlers, or other dogs will be excused from the ring and will not place in the competition. 6. Dogs will be entered in competition according to the dog s height. They will be entered as SMALL, MEDIUM, or LARGE. The measurements will be from the dog s shoulder to the floor. The following heights will be used: SMALL DOG - under 12 inches MEDIUM DOG - 12 inches through 18 inches LARGE DOG - over 18 inches 7. It is suggested that all competitors check their dog s rabies and parvo vaccination certificate and see that they are current. 8. All dog owners are responsible for cleaning up after their dogs should they have an accident. Disposal materials will be provided. Reserve Champion Buck 30 SECTION F POULTRY SHOW Superintendents: Randy Turner, Jim Brownlee, Elizabeth Brownlee and Patricia Turner NOTICE: NEW HEALTH REGULATIONS FOR POULTRY The Louisiana Livestock Sanitary Board recently passed the following regulation - Regulation Admittance of Louisiana Poultry to Fairs, Livestock Shows and Poultry Shows which states: All poultry going to Louisiana fairs, livestock shows, and poultry shows shall be accompanied by a VS Form 9-2 indicating the flock of origin is under the National Poultry Improvement Plan and is free of Salmonella gallinarum (thyphoid). If the flock of origin is not under the National Poultry Improvement Plan, the birds of breeding age must be accompanied by VS Form 9-2 health certificate or Certificate of Veterinary Inspection indicating the birds were tested negative for pullorum/thyphoid within 90 days prior to admittance to the fair. 1. Open to 4-H and FFA members in Rapides Parish only. 2. Exhibitors must be in possession and ownership of the birds by two (2) months of age. 3. Exhibitors are encouraged to feed and water their exhibits at least once during the fair.

31 4. 4-H and FFA Poultry Show Birds will be entered WEDNESDAY, OCTOBER 10, 2018, from 9:30 a.m. until 6:00 p.m H and FFA Poultry Show judging will begin at 1:00 p.m., THURSDAY, OCTOBER 11, No registration fees required in the 4-H and FFA Poultry Show. 7. Birds will be judged by the American Standard of Perfection in the show. No Crossbred birds will be shown. 8. No exhibit other than in good health and in good condition will be received in the show. 9. Those exhibiting poultry will do so at their own risk. The poultry will be given special care and attention and precaution will be taken to return the birds in good shape to owner. 10. Birds may be entered as cockerels, pullets, cocks, and hens. 11. Each exhibitor may enter in six premium numbers in the poultry division. Premiums WILL NOT be paid for more than six (6) entries by one (1) exhibitor. 12.
