2 The 2013 Rapides Fair Premium Book Is Dedicated to the Memory of George White and John Pontif George White It is with great sadness that the Rapides Fair Association dedicates the Premium Book to George White Mr. White served as the treasurer of the Rapides Fair Association for over 25 years. His financial advice helped to make the fair what it is today. Mr. White was an avid supporter of agriculture and a promoter of the 4-H program. He believed in the 4-H program and the benefits the youth could derive from their participation in 4-H In thanks for his contributions and service to the Rapides Fair Association we wish to dedicate the 2013 Rapides Fair Premium Book to George White. 2

3 John Pontif We the members of the Rapides Fair Association would like to remember John Pontif for his contribution to the Rapides Fair. Mr. Pontif served as a board member of the association for many years. Mr. Pontif was also an avid supporter of agriculture and a promoter of the 4-H program; in particular the swine project. He too believed in 4-H and benefits that could be derived from participation in the program. In thanks for his contributions and service to the Rapides Fair Association we wish to dedicate the 2013 Rapides Fair Premium Book to John Pontif. 3

12 GENERAL RULES AND REGULATIONS 1. Entries in all classes, unless otherwise specified, will be limited to Rapides Parish residents only, regardless of race, color, sex, age, handicap, religion, or national origin. 2. The Rapides Parish Fair of Louisiana reserves to its Board of Directors the final and absolute right to interpret these rules and regulations and arbitrarily settle and determine all matters, questions, and differences in regard thereto or otherwise arising out of, connected with or incident to the fair. 3. The Board of Directors reserves the right to amend or add to these rules as they, in their judgement, may deem advisable. In the event of conflict of general and specific rules, the latter will govern. 4. Any person who violates any of the following or special rules will forfeit all privileges and premiums and may be subject to such penalty as the Board of Directors may order. 5. The following rules and regulations will apply to each and every department of the fair and exhibitors and concessionaires are required to familiarize themselves with all rules. 6. The 53rd Annual Rapides Parish Fair will be held in Alexandria, Louisiana, October 9-13, 2013 inclusive on the Coliseum and Fairground site on the Leesville Highway. The Board of Directors has the right to postpone, extend, or cancel the dates of the fair for any cause whatsoever, which they deem necessary for the good of all concerned. 7. All entries must be entered at the fairgrounds in their respective division according to the schedule. 8. All livestock exhibits must remain intact until 7:00 a.m., Sunday, October 13, Exhibits in the exhibit building must remain intact until 5:00 p.m., Sunday, October 13, 2013, the closing day of the fair. Failure to comply with this requirement will bar said exhibitor from participating in premiums which may have been awarded by the judge in any department of the fair. 9. All items not advancing to State Fair are to be picked up at the Rapides Parish Fair between the hours of 5:00 p.m. 6:30 p.m.

13 on Sunday, October 13, *Instructions for items progressing to the State Fair are available as a SEPARATE FACT SHEET. You may obtain one from the Extension/4-H office. 11. No entrance fee will be charged on an article or animal entered for exhibit, except where otherwise specified. 12. The premiums will be paid up to the amount stated on the premium list, if available. Otherwise, they will be cut in proportion to the excess. 13. No premium will be awarded when the article is unworthy though there be no competition. No premium will be awarded in any department except as definitely stated in this premium list. Decision of the judges will be final. 14. All property of every character entered for competition, display or other purposes, or being anywhere in the fairgrounds, shall be subject to the control of the Rapides Fair Association Board of Directors. 15. In no case shall the Rapides Fair Association Board of Directors be held responsible for any loss, damage, injury, or death by disease of any character, to any such property or persons, while the same is on the fairgrounds. 16. All exhibitors will be responsible for entering, displaying, maintaining and removing their exhibits. No professional of a category may enter that category of the fair. 17. The management reserves the right to remove from the grounds any exhibit, animal, concession, or show that may be falsely entered and may be deemed unsuitable or objectionable by them without assigning a reason therefore. 18. Nothing will be sold, given away, raffled or otherwise disposed of by an exhibitor or concessionaire with the same as specifically designated in this contract unless given permission by the board. No concessionaire will be allowed to display, sell or give away beer, whiskey, or wine. 19. All exhibits in the exhibit building and the livestock barn must be officially entered in the fair and have a class number assigned to it. 20. Articles exhibited in previous years at the Rapides Parish Fair will be disqualified.

15 ADULT DIVISION RULES AND REGULATIONS 1. Open to any adult resident of Rapides Parish. 2. Only products may be exhibited. (Made since the 2012 fair). Articles previously exhibited will be disqualified. 3. Prizes will be awarded only to articles deemed worthy of a prize by the judges. 4. Articles that are not on this premium list will not be accepted for exhibit. 5. Only one article may be entered for each premium by any one exhibitor. 6. Canned products accepted in standard jars only. Examples: Ball, Kerr, Mason, and Golden Harvest jars. 7. All items not advancing to State Fair are to be picked up at the Rapides Parish Fair between the hours of 5:00 p.m. 6:30 p.m. on Sunday, October 13, Articles not picked after the Rapides Parish Fair must be picked up between 7:30 a.m. and 9:00 a.m. Monday, October 14, At the end of this period, if not claimed, these items will be donated to a worthy cause. 33 4-H DIVISION (4-H, FFA, & FCCLA) RULES AND REGULATIONS 1. All classes of this division open for competition only to bonafide members of the 4-H, FFA, and FCCLA clubs in Rapides Parish. An exhibitor must be 9 years old before January 1, 2014 to be eligible to exhibit. 2. JUNIOR EXHIBITOR Exhibitors who are under 14 years of age as of January 1, SENIOR EXHIBITOR Exhibitors who are 14 years of age or older as of January 1, In all classes, the age of the contestant is computed as of January 1, Only current year products may be exhibited in all classes except livestock. 4. Each exhibitor may enter only one (1) article in each premium number except in livestock classes or as noted. 5. A high school graduate who is attending college may exhibit his/her first regular semester in college. 6. Exhibitors will not be permitted to show more than 3 MARKET STEERS, 3 MARKET HOGS, 3 MARKET GOATS, OR 3 MARKET LAMBS. Exhibitors will be allowed to show only one (1) BREEDING BEEF, DAIRY, SWINE, GOAT, SHEEP and/or HORSE per class. 7. All exhibitors will use their own animals in SHOWMANSHIP & PERFORMANCE classes. 8. Exhibitors are required to furnish water and feed troughs, all feed and hay, and will be responsible for care of their animals and cleaning of pens and tie spaces during the Fair. (NO straw will be allowed for bedding in the barn.) 9. No hay to be fed in the bedding area. 10. In Beef, Dairy, Swine and Sheep Breeding, animals must be registered in the name of the youth exhibitor. 11. Any animal that is not halter broke and is considered unsafe by the Livestock Committee, that is to be shown by the 4-H exhibitor, will be removed from the show. 12. All animals must be tied in their designated area from 10:00 a.m. until 9:00 p.m. each day except while grooming animals. 13. Superintendents will be responsible for operating the scales for weighing of all market animals. 33

34 14. Exhibitors violating this rule will forfeit premium money. 15. All exhibits must be made by exhibitor. 16. All crops and garden exhibits must be produced at the exhibitor s home or farm. 17. Canned products must be exhibited in any standard jar manufactured for home canning. 18. All worthy exhibits that do not receive a premium will receive a ribbon. UNWORTHY EXHIBITS In cases where one exhibit is being exhibited in a class, the judge shall make his award in accordance with the merits of the exhibit being exhibited, which may be either first, second, third, etc. 19. 39 All poultry going to Louisiana fairs, livestock shows, and poultry shows shall be accompanied by a VS Form 9-2 indicating the flock of origin is under the National Poultry Improvement Plan and is free of Salmonella gallinarum (thyphoid). If the flock of origin is not under the National Poultry Improvement Plan, the birds of breeding age must be accompanied by VS Form 9-2 health certificate or Certificate of Veterinary Inspection indicating the birds were tested negative for pullorum/thyphoid within 90 days prior to admittance to the fair. 1. Open to 4-H and FFA members in Rapides Parish only. 2. Exhibitors must be in possession and ownership of the birds by two (2) months of age. 3. Exhibitors are encouraged to feed and water their exhibits at least once during the fair H and FFA Poultry Show Birds will be entered WEDNESDAY, OCTOBER 9, 2013, from 9:30 a.m. until 6:00 p.m H and FFA Poultry Show judging will begin at 1:00 p.m., THURSDAY, OCTOBER 10, No registration fees required in the 4-H and FFA Poultry Show. 7. Birds will be judged by the American Standard of Perfection in the show. No Crossbred birds will be shown. 8. No exhibit other than in good health and in good condition will be received in the show. 9. Those exhibiting poultry will do so at their own risk. All insects displayed must have been collected within the past 12 months. 2. Exhibits shall be enclosed in a wooden case 18 inches wide by 24 inches long by 3 1/2 inches deep with a glass top. 3. Each insect specimen shall have a collector s label showing the place collected (town, city, etc.), the date collected, and the name of the collector. This label shall be centered on the pin 1/2 inch from the bottom of the case and read from the left side of the specimen. 4. Specimen shall also be labeled as to common name (if specimen has a common name). If the flock of origin is not under the National Poultry Improvement Plan, the birds of breeding age must be accompanied by VS Form 9-2 health certificate or Certificate of Veterinary Inspection indicating the birds were tested negative for pullorum/tyhphoid within 90 days prior to admittance to the fair. RULES AND REGULATIONS No mixed breed chickens will be allowed. 1. Exhibitors will have no limit. 2. Birds will be judged by the American Standard of Poultry Perfection (not in comparison), which requires purebred breeds only and no crosses. 3. No exhibit other than that in good health and in good condition will be received in the show. 84
