1 Volume 24, No. 2 NATO Air Base Geilenkirchen 1 February 2008 Running for a better tomorrow Component Wellness Program successfully kicks off with more than 300 people in motion By Heidi Soerensen Friday 25 January marked the premiere day of the Componentwide sports events. The sky was clear blue and the sun was shining. The very cold January wind was almost drowned out by the loud motivating music in the area surrounding the New Gym a clever move by the Sports Department. The spirit was high among the Component members, with each Wing forming its group ready to start, and warming up was accompanied by small talk and friendly competition. More than 300 Component members finished the 5km or 2km Chernobyl Run/Walk and they were all winners! Component Wellness Program The overall purpose of the Component Wellness Program is simply to promote the idea of fitness by doing activities together. The Component Wellness Program is intended to improve fitness and build camaraderie. My intent is that when the Component Wellness Program is fully implemented this will be a sustainable program and a normal part of people s lives, says Component Commander, Brig. Gen. Stephen D. Schmidt. Short overview of the Component Wellness Program: Office/Division/Squadron Commanders will implement and maintain a unit fitness program 3 times/week and lead a unit fitness class at least once per week. Additionally, Unit Fitness Representatives (UFRs) will be appointed for each Office/Divisio n/squadron. Component-wide Readiness Run/Walk or Fitness event on the last Thursday afternoon of every month followed by activities at the Clubs. The Sports Department will organize these monthly events. Since the Component Wellness Program is a Commander-led, structured fitness program to enhance participation, a Quarterly trophy will be awarded during CGC staff meetings to the wing commander with the highest participation (based on percentage). Our bodies are made for movement. Besides the various physical benefits regular exercise also reduces the stress level and strengthens the immune system. Fitness helps to sustain certain happiness hormones (endorphins) - so by exercising you improve your overall quality of life, says Occupational Health Physician Helmut Stienen. 3 1 February 2008 NATO Skywatch 3 Legal Advisor s Office information As already announced at the end of last year the local vehicle registration office in Heinsberg (so called Strassenverkehrsamt ) contacted the E-3A Component and informed of several changes regarding the German vehicle registration. We want to make you aware of these changes and some other relevant facts for the registration of vehicles of Component members. Where to register private owned motor vehicles Members of the US, Canadian, Dutch and Belgian forces (including the civilian component of these forces and dependents) residing in Germany need to register their private owned motor vehicles under their national military vehicle registration systems. Members of all other forces (including civilian component of these forces and dependents) and all (non-german and privileged) NATO civilians (including dependents) residing in Germany have a choice of registering their private owned motor vehicles either under the USAREUR system or at the local German vehicle registration office. Component members not residing in Germany have to register their private owned motor vehicles in their country of residence. There is a noteworthy exception: The Dutch authorities accept, on a provisional basis, USAREUR registered vehicles of non-german and non- Dutch Component members and their dependants who reside in the Netherlands. Nothing has changed in regard to this exception. German Component members (military and civilian) residing in Germany have to register their private owned motor vehicles at the responsible German local vehicle registration office. Operating foreign registered vehicles in Germany Under German traffic rules, private owned motor vehicles, which are primarily based in Germany may be kept with foreign license for up to six months only. Thereafter they need to be re-registered in Germany or in a system as stated in section 1.a) or b) above. Export license plates To harmonize the system of vehicle registration within the European Union the local vehicle registration office in Heinsberg has started issuing new title documents and matching number plates for the export of vehicles ( Ausfuhrkennzeichen ). These number plates are for exporting purposes only and as a general rule valid for three months. Upon completion of the assigned timeframe, the plates cease to be valid no further paperwork is necessary. As these documents are standardized within the EU, the registration of the car upon return in the (EU) home country will be much easier and hassle free. Making use of the export license plates will also prevent from possible registration problems, which Component members faced, when they intended to re-register their vehicles with USAREUR registration in their home country. In many cases local authorities, for example in Italy, did not register vehicles, which were registered in the USAREUR system. Re-registering vehicles in other countries If export plates are not used, the German vehicle registration office does not get a response about the reregistration of vehicles (which were formerly registered with the German vehicle registration office) from the authorities in Italy, Greece or only a late response from the authorities in Norway. However, after a certain period the insurance company will normally inform the local vehicle registration office that the mandatory insurance has expired. In this case the vehicle registration office blocks the number plate and the last owner is put on a special list. Operating a vehicle without the mandatory insurance is a criminal offence and may lead to problems in the future when travelling back to Germany! Therefore the vehicle registration office recommends that Component members from Italy, Greece and Norway, who re-register their vehicles in their home countries either use export license plates or send a note to Strassenverkehrsamt Heinsberg indicating the reregistration of their vehicle. USAREUR registered vehicles with German license plates Recently also the USAREUR vehicle registration changed, so that German license plates are issued for USAREUR registered vehicles. All USAREUR regulations continue to apply for these vehicles and their owners, whereas German regulations apply for the vehicles directly registered through the local vehicle registration office in Heinsberg. These German license plates have to be returned to the local POV-Office upon PCS. Although the license plates of both categories cannot be distinguished, there is a difference in taxation. Vehicles directly registered through the local vehicle registration office at Heinsberg are subject to German vehicle tax, USAREUR registered vehicles are not. POC: For USAREUR Matters only the POV Office at ext For all other matters relating to the German Vehicle Registration, Strassenverkehrsamt Heinsberg, Valkenburger Strasse 45, Heinsberg, Tel: Germany introduces environmental tag for POV s To reduce pollution and dust particle emissions, cities and local districts in Germany may designate vehicle restrictions in environmental protection zones. The first environmental protection zones, which are typically the urban centres, came into force as of 1 January 2008 in the cities of Berlin, Cologne and Hanover. Düsseldorf, Frankfurt, Munich and other cities will follow within the next twelve months. The areas especially threatened by dust particle emissions are marked as environmental protection zones with the following sign: Vehicles without environmental tag may not pass through the environmental protection zone. Otherwise there is a penalty of 40 and a penalty point with the Traffic Regulatory Authority, even if the vehicle would be allowed to pass through the zone on the basis of its emission characteristics. These regulations affect all vehicles. The German Government has not granted any exceptions for foreign registered POV s. However, fines will not be issued in Berlin until 1 February 2008 and in Cologne and Hanover until 1 April 2008 and 1 May 2008 respectively. The tags can be purchased at the local vehicle registration office in Heinsberg, the engineers association (TÜV and DEKRA) and any car dealership authorized to perform an emissions inspection. The prices for the badge vary between 5 and 15. It is believed that 85% of German POV s will be eligible for a green tag, which sets the highest standard. As a general indicator, vehicles with gasoline engines first registered 1 January 1993 or later will receive the green tag. The tag is not obligatory; you still may drive around freely in Germany without it, but you may not enter any of the designated environmental protection zones. Chris Braun By Heidi Soerensen This is amazing to see so many people running having the children of Chernobyl in their hearts. We are so grateful for all your support, says Chernobyl Committee member Ms. Karen Segal, who visited the Component during the Chernobyl run/walk. Component members were not only busy running or walking, but also lots of donations were made to support the children of Chernobyl. In less than one hour 1,427 Euro were donated to the children. The children live in a small, very poor village with around 1000 citizens. The village has lots of environmental problems and not much hope. The roads are all dirt and sand with big holes and only one small school, so the children go to school in shifts. They have been trying to build a new school for 20 years, but are not yet finished. While we cannot build the school for them, we can purchase special school items perhaps a Xerox machine and school supplies that the school desperately needs. Our goal is to support the school and use the donated money to give the children of Chernobyl a better future, says Ms. Segal. It s Carnival time! NATO promotes its NCO s SHAPE, Belgium NATO has announced that 2008 will be dedicated to recognizing the vital role played by Non-Commissioned Officers within the Alliance. Our NCOs are an integral link in the chain of command and leadership in NATO. We cannot conduct our important missions without them, said Supreme Allied Commander Europe General John Craddock. They provide leadership, inspiration and motivation, he added. The Year of the NCO aims to recognize the contribution made by NCOs in all areas of military activity and the role they play in transforming the Alliance. This is an exciting opportunity that provides us the impetus for the future development of generations of NCOs, said Allied Command Operations Senior NCO, Command Sergeant Major Michael Bartelle, who is the driving force behind the idea. With full support from both SACEUR and his North American counterpart, the Supreme Allied Commander Transformation, we plan to make real progress on this initiative. Sgt. Maj. Bartelle will bring together NCOs from across the Alliance early in the year to begin development of an NCO Charter which will act as a template for the development of NCOs competencies. Throughout the year NATO will spotlight the contribution being made by NCOs across the Alliance s spectrum of activities. By Maureen Geraets-Head A ready-to-party crowd, colourful costumes, music that makes your feet want to move and entertainment by show dance groups you re guaranteed to get a fun-filled evening! That was the scene at the Officers Club on 25 January during the Civilian Staff Association (CSA) Carnival Party, organized by Mr. Werner Schumm. He scheduled a non-stop program running from 1800 until 0200 with show dance performances by Tanzmariechen, dance groups like Bellissimo, Wenkbülle and Revolution, all in sparkling costumes, and the excellent performance by the Mennekrather Show Band. The band Struwwelpeter provided the overall music for the evening and many people enjoyed dancing to the mix of Carnival music and 70s- 80s songs. The live performances by the Elvis from Denmark, Capt. Klaus Soerensen, and the French Elvis, Lt. Col. Phillip LeRoi, were well received by the enthusiastic guests. And while enjoying the show, the guests were offered a tasty buffetstyle dinner. Mr. Werner Schumm had also the honour to hand out special Carnival awards from the Stadt Aachen Prinzengarde. Force Commander Maj. Gen. Axel and his wife Mrs Marie-Louise Tüttelmann, E-3A Component Commander Brig. Gen. Steven Schmidt and his wife Mrs Sarah Schmidt, and other guests received these special awards. The crazy Carnival days are about to start. This weekend, put your costume on, paint your face or wear a silly hat and you re ready to jump into the crazy crowd celebrating Carnival! Bernd Lorenzen Whenever you ask what s best about being part of the Component, most people reply that it s working with people from different nations and cultures. It is obvious that people are very interested in diversity and variety. Being in Germany, one realizes very quickly that this country also is very diverse in terms of its people, landscape, and food. It is well known that German beer is the best in the world may the Belgians forgive me for saying so. In total, there are approximately 1350 breweries in Germany producing over 5000 brands of beer. That s what I call diversity, especially once you become aware that those 5000 brands of beer are made from just three ingredients as specified in The picked grapes are ready to be transformed into wine. Something that is not very well known, though, is that Germany has a wide variety of wines, too. If you go into a bigger German supermarket you ll be impressed by the amount of different German wines they sell. So let s have a closer look at what we can find. German wine is produced in many parts of Germany, which due to the northerly location has produced wines quite unlike any others in Europe, many of outstanding quality. Despite this it is still better known abroad for cheap, sweet, low-quality mass-produced wines such as Liebfrauenmilch. For foreigners (and for a lot of Germans) it seems very complicated to understand what s behind German wines. Let me tell you that it s not. The Terroir The most important difference from non-german wines is that Germany has the Terroir principle. This means that the wines are made from grapes grown in a specific area. The soil and the climate of that area is the driving factor for the taste. This includes the weather, and that s why the same wine made in different years could taste totally different. Most German wines are not created by a blender to achieve a certain taste, although there are also many often called industry wines. But how can you find out which wine you are holding in your hand? Well, that s easy: just look at the label on the bottle. It should give you most of the information about the wine. You ll see that Industry wines have a very nice label that doesn t tell you much. The first thing you need to find out is the area from which the wine comes. There are 13 regions where wine is grown in Germany. The main areas are shown on the map. These 13 regions are broken down into 39 districts, which are further broken down into collective vineyards of which there are 165. The individual vineyards number over 2,600. Most importantly, the majority of the regions are within a three-hour drive from Geilenkirchen! The Grapes The next thing to find out is the grape the wine is made from. A total of nearly 135 grape varieties may be cultivated in Germany are approved for white wine production and 35 for red wine production. According to its international image, Germany is still regarded as a region for white wine production. Since the 1980s the demand for German red wine has constantly increased and this has resulted in a doubling of the vineyards assigned to the production of red wine. Nowadays red grapes are grown in nearly 35% of the vineyards. Some of the red grapes are also used to produce Rosé wine. Out of all the grape varieties listed below, only 20 have a significant market share. White wine accounts for 70% of the wine produced in Germany. Riesling is the benchmark white grape in Germany and is the most commonly produced. The drawback to Riesling is that it takes 130 days to ripen and, in years with marginal weather conditions, the Riesling crop tends to be poor. Müller-Thurgau is an alternative grape to Riesling that growers have been using. Unlike the long ripening time of Riesling, this grape only requires 100 days to ripen, but it has a more neutral flavour than Riesling. Other white grape varieties are Silvaner, Kerner, Bacchus, Scheurebe, Gewürztraminer, Grauer Burgunder or Ruländer (Pinot Gris), Weisser Burgunder (Pinot Blanc). And there are many more. The most common red wine grapes are Spätburgunder (Pinot Noir), Frühburgunder, Portugieser, Dornfelder, Trollinger, Schwarzriesling (Pinot Meunier). Dry or Sweet? The next step we need to take is to find out the An over overall taste the German w of the wine. Is it dry or sweet? On wine labels, German wine may be classified according to the residual sugar content of the wine. Trocken refers to dry wine. These wines have less than 9 grams/ litre of residual sugar. Halbtrocken wines are semi-dry and Lieblich refers to sweeter wines. Historically many of the wines (other than late harvest wines) were probably dry (trocken), as techniques to stop fermentation did not exist. Recently much more German white wine has been made in the dry style again. Much of the wine sold in Germany, especially in restaurants, is dry. Red wine has always been difficult to produce in the German climate, and in the past it was usually light coloured, closer to rosé or the red wines of Alsace. However,

7 1 February 2008 NATO Skywatch 7 ponent German Wine recently there has been greatly increased demand and darker, richer red wines (often barrique-aged) are produced from grapes such as Dornfelder and Spätburgunder. Perhaps the most distinctive characteristic of German wines is the high level of acidity in them, caused both by the lesser ripeness resulting from a northerly climate and by the selection of grapes such as Riesling which retain acidity even at high ripeness levels. Many wines in Germany are produced using biodynamic or organic farming methods. Chaptalization is allowed only up to the QbA (see below) level and all wines must be fermented dry. Unfermented grape juice, called Süssreserve, may be added after fermentation to balance the wine. Quality Level The last information you need to look for on the label is the quality. The Germans have developed a wine classification system and in typically German style they have established it by law. This starts with view of Deutscher ine districts. Tafelwein (German table wine) followed by Deutscher Landwein (German country wine). You ll usually find these as house wines in restaurants in the wine-producing areas. Although they are rated by law as low in quality, this doesn t mean they are bad wines! They are made from the same grapes as the higher quality wines and taste good. The next level is the quality wine called Qualitätswein bestimmter Anbaugebiete (QbA). Those are followed by Qualitätswein mit Prädikat, which are certified as being of greater quality. The grapes for these wines have to meet a certain level of ripeness. As ripeness increases, the fruit characteristics and price increase. The Prädikat levels start with Kabinett wines that are made from grapes picked several days after the QbA grapes are picked. The next level is Spätlese wines that are made from grapes harvested days after the Kabinett grapes are picked. Auslese wines are made from grapes that have been hand-selected from the other grapes. These grapes are lateharvested and have a high sugar content. Beerenauslese meaning selected berries are wines from grapes that have been left on the vine longer than the Auslese grapes. These grapes develop the fungus Botrytis, which removes the moisture from the grape. These wines are therefore very sweet and make good dessert wines. Eiswein (ice wine) is made from grapes of the Beerenauslese stage that freeze naturally on the vine. Just when they are frozen, the grapes are harvested and crushed. The ice keeps the moisture isolated to achieve the high sugar content of these wines. Trockenbeerenauslese meaning selected dry berries are extremely expensive wines. It takes a person one day to pick enough grapes to make 7-8 bottles of this wine. More Terms The last information you ll find on the label are several terms that identify the grower and producers of the wine. A Weingut indicates a wine-producing estate. A Winzergenossenschaft refers to a winegrowers cooperative. Erzeugerabfüllung designates a wine that is estate bottled by the grower/producer wine. Abfüller refers to a bottler or shipper. If the name of a wine includes the name of a town plus the suffix -er, the wine comes from a particular vineyard located in that town. You ll also find a long number on the bottle with A.P.NR. up front. To ensure quality control the farmers are required to provide samples of their wines to laboratories owned by the state governments. Basically the number indicates that this wine has been checked. Confused? I hope you are not confused, so let s take a look at an example. I have a bottle in front of me. Its label states: 2005 Dernauer Hardtberg Spätburgunder lieblich Qualitätswein Ahr Erzeugerabfüllung.
