3 April 20, 2015 Ken Robertson Director, Community Development Department CITY OF HERMOSA BEACH 1315 Valley Drive Hermosa Beach, CA Pier Avenue Parking Plan Justification Letter & Project Description This project proposes alterations to the ground floor tenant spaces at 53 Pier Avenue, Hermosa Beach, as well as proposed patio areas within the adjacent public plaza. The proposed patio in front of the sushi restaurant was previously existing, and was removed by a previous tenant. Applicant proposes to reinstall this area at its previous location. Area is a total of 185 S.F. A storage room is proposed to be added to the downstairs area. This storage will serve the upstairs tenant, Fat Face Fenner s Fishack. This storage room will be an accessory space not accessible by the public. Area is a total of 232 S.F. A new tenant is proposed to move into the front downstairs tenant space (approximately 1,048 S.F.). This tenant, Café Bonaparte, will offer coffee, sandwiches, and baked goods. The proposed café is consistent with the definition of a snack shop in that it will have twenty-five or fewer seats, is distinguished from a restaurant as it does not include waiter/waitress table service, except queuing, (intermittent delivery of purchased goods), and does not serve full meals or have a kitchen capable of serving meals but instead serves snacks and nonalcoholic beverages for consumption on the premises or for take-out (specifically, items such as donuts and other baked goods, ice cream, yogurt, cookies, coffee, tea and juices are considered snacks). The patio in front of the café is proposed as 290 S.F., resulting in a net change of +58 S.F. with the area which is being removed from the tenant space due to the proposed storage room. For these reasons, it is believed that the project is consistent with current conditions, and will impose no additional parking demand on the City.
