Introduction Beacon Environmental Limited (Beacon) has been retained to complete a Tree Inventory and Preservation Plan (TIPP) for the Glen Abbey Golf Club property in the Town of Oakville. The subject property is proposed for redevelopment and the TIPP is required for the development application. This purpose of this report is to: a) Identify trees on and immediately adjacent to the subject property; b) Assess the health and condition of the trees; c) Assess impacts to trees based on the proposed development plan and make recommendation for tree protection or removal The TIPP was prepared in accordance with Town of Oakville s Checklist for Arborist Report and Tree Protection Plan.. Methods An inventory and assessment was completed for all trees measuring cm in diameter at breast height (BH, measured. m above grade) on the subject property, as well as trees on adjoining properties (where accessible) within. m of the property line. Trees located within the Natural Heritage System, including protected significant woodlands and valleylands, were not inventoried, except in areas where storm water management infrastructure is proposed. The limits of the Natural Heritage System, which is represented by the greater of the woodland dripline (staked by Beacon and Conservation Halton on November and ecember, ) and the long-term stable top of bank as determined through a geotechnical investigation (Golder ), and associated buffers are illustrated on Figures and in Appendix A. The tree inventory was completed by an ISA Certified Arborist on the following dates in : March, April, April, April, April, May, May, July, and July. Trees were tagged with numbered aluminum forestry tags, with the exception of trees located on adjacent private properties where access was restricted. For each tree, information was recorded on species, trunk diameter (BH), crown reserve (m), and health and condition as described below. Tree locations were surveyed by an Ontario Land Surveyor. The condition of each tree was assessed in terms of overall health and structural integrity based on indicators such as live buds, dead wood, decay, structural defects, and presence of disease. Each tree was assigned a condition rating of good, fair, poor, or dead, based on the following criteria: Poor Severe dieback, significant lean, missing leader, major defects, significant decay and/or disease presence; Fair Moderate dieback and/or lean, limb defects, multiple stems, moderate foliage damage from stress; Page

Representative photos of the site are provided in Appendix C.. Results The following sections provide the results of the tree inventory and assessment. Tree Inventory A total of trees were inventoried on or adjacent to the subject property, including trees on the property, trees on adjacent private properties (including the Rayor Estates), and trees on municipal property adjacent to the site. Tree locations are shown in the Tree Inventory and Protection Plan (Appendix A). The complete inventory and assessment is included in Appendix B. ominant tree species identified on the subject property include: non-native Norway Maple, Freeman s Maple, Little-leaf Linden, Shagbark Hickory, spruces (Colorado Blue, Norway, White), and pines (White, Austrian, Scotch, Red). Of the trees inventoried, approximately % and non-native and % are native. The majority of the trees are mid-aged and were planted for golf course landscaping. Tree diameters range from cm to cm BH, with a median BH of cm. A summary of tree condition is provided in Table. Table. Summary of Tree Condition Condition Rating Number of Trees Good Fair-Good Fair Fair-Poor Poor ead Three Butternut trees were identified within the tableland portions of the site. Butternut is an Endangered species in Ontario and, thus, is protected under the provincial Endangered Species Act (ESA). These trees were assessed through a separate process according to the Butternut Health Assessment protocols. For additional information concerning the Butternut on the site, refer to the Environmental Impact Assessment (Beacon ). Page

5 T r e e V e g e t a t i o n S t u d y a n d T r e e P r o t e c t i o n P l a n G l e n A b b e y G o l f C l u b R e d e v e l o p m e n t. escription of Proposed evelopment The proposed redevelopment concept is to redevelop the tableland portion of the subject lands into a mix of residential, commercial, and open space uses. The residential component will consist of approximately detached dwellings, townhouse and stacked townhouse dwellings, and, apartment dwellings (extracted from the raft Plan of Subdivision, October ). Office and retail commercial uses in a mixed-use format, community amenity uses, park and open space uses, natural heritage areas, buffers, and stormwater management ponds are also proposed. The portion of Sixteen Mile Creek and its associated valleylands within the subject property, and designated significant woodlands and buffers will be preserved within natural heritage system blocks. The Rayor Estate, which is shown on the plan of subdivision for contextual purposes, will be retained but is not part of the development application. A lookout (belverdere) is planned somewhere along the valley edge in the northeast portion of the site (south side of the valley). From a natural heritage perspective the proposed development plan includes protection of all of the valleylands and the features within the valley, which are designated as Significant Woodlands in the Town s Official Plan. Only two stormwater discharge points are planned within the valley. A third stormwater outlet is proposed in the southern corner of the subject property from SWM Pond B and will outlet to a tributary of Glen Oak Creek. Thus, the existing designated Significant Woodlands in the Town s Official Plan will be protected. The plan also features an urban greenway that connects the Significant Woodland in the south to another small area of wooded trees just west of orval rive, and eastwards across orval rive to the extension of the Significant Woodland that leads southwards from the main valley to orval rive. While the greenway is primarily designed to provide community benefits rather than ecological ones, it does result in the protection of additional mature trees and provides some connectivity for urban wildlife to the valley system.. Impact Assessment and Recommendations Tree health and structural integrity can be compromised by grade changes, soil compaction, root cutting, and mechanical damage to trunks and branches resulting from the operation of construction equipment. Impacts to trees were assessed by examining the tree locations in relation to the proposed development plan, landscape plan, and associated servicing and grading plan, and recommendations were made to preserve or remove trees based on the proposed works. Tree removal and preservation recommendations are indicated in Appendix A and B. The recommendations are based on the current plans presented for approval. If the plans are modified in the future, then the recommendations will be re-examined in the context of the new plans and revised accordingly. Page

Tree Removals Based on a review of the proposed development plan, landscape plan, servicing and grading plans, a total of, trees will require removal due to development-related impacts including site grading, servicing, and construction. Additionally, trees are recommended for removal due to poor condition and hazard potential, including ash trees with signs Emerald Ash Borer (EAB), an invasive insect that kills ash trees, which is prevalent on the site. Trees identified for removal are illustrated in Figures and (Appendix A). All tree removals are confined to the tableland, with the exception of localized tree removals on the valley slope to accommodate storm water facility outlets. A total of trees are recommended for removal from the valley slope to accommodate the Pond A outlet at the north end of the site. A single Butternut tree, which was assessed to be non-retainable according to Butternut Health Assessment protocols (ref. EIA, Beacon ), will require removal from the edge of the valley slope to accommodate the Pond C outlet. No other trees within the valley would be affected by this outlet. A multi-use pathway is proposed with the Significant Woodland block on the tableland of the subject property. The ultimate location of this pathway should be reviewed in the field with the Town of Oakville and Conservation Halton in order to select a route that minimizes disturbance to woodland vegetation. Thirteen municipal trees will require removal to accommodate the proposed development, including a proposed side walk along orval rive immediately south of the property. No trees are to be harmed or removed on adjacent properties (public or private) without the consent of the owner(s). Neighbouring landowners must be consulted prior to removing any tree located on or in close proximity to the property line. Removal of public trees located within the orval rive road allowance will require approvals from the Town. Of the trees recommended for removal due to the proposed development, (%) are non-native, mostly ornamental species. Ten are dead, are in fair-poor condition, and are in poor condition. The removal of trees from the subject property will be offset by planting, trees within the proposed development (ref. Landscape Plans prepared by ERA Architects). Additionally, there are many opportunities for restoration related to natural heritage protection on the slopes and bottomlands associated with the valley and in the feature buffers on the tablelands. Requirements for compensation or restoration will be determined in consultation with the Region of Halton, Town of Oakville and Conservation Halton. A number of invasive species were identified on the subject property, such as Norway Maple and Common Buckthorn. Options for the containment or removal of invasive species should be explored with the the Town of Oakville Forestry Section at the appropriate time The federal Migratory Bird Convention Act () protects the nests, eggs and young of most bird species from harm or destruction. Environment Canada considers the general nesting period of breeding birds in southern Ontario to be between late March and the end of August. This includes times Page

7 T r e e V e g e t a t i o n S t u d y a n d T r e e P r o t e c t i o n P l a n G l e n A b b e y G o l f C l u b R e d e v e l o p m e n t at the beginning and end of the season when only a few species might be nesting. In light of this, it is recommend that during the peak period of bird nesting, no vegetation clearing or disturbance to nesting bird habitat occur between mid-april and August. In the month prior and after bthese dates, we reccomend that vegetation clearing could occur, but only after an ecologist with appropriate avian knowledge has surveyed the area to confirm lack of nesting. If nesting is found then vegetation clearing (in an area around the nest) has to wait until nesting has concluded. Generally speaking, the smaller and simpler the habitat is, the easier it is to confirm that no nesting is occurring. The likelihood of nesting birds being present in the shoulder seasons also depends on the habitat type. Outside these periods, vegetation clearing can occur without nest surveys, but the law for nest protection still applies (i.e. if an active nest is present of most species it is protected by the federal law).. Tree Preservation and Protection A total of trees are identified for preservation. These trees are primarily located in proposed park and open space blocks and along the property lines where grading can be minimized. Trees identified for retention shall be protected through the establishment of a tree protection zone (TPZ). The standard TPZ is established at the dripline of the tree crown. The TPZ should be demarcated with tree protection hoarding consisting of. m wafer-board on x wood frame, or equivalent as approved by the Town of Oakville (see Figure for fence detail). Within the Town road allowance where visibility must be maintained, hoarding can consist of plastic web snow fencing on x frame. Where trees occur in groupings, hoarding should be installed at the perimeter of the grouping, rather than around individual trees within the grouping. Where trees occur near the limits of the development, hoarding should tie into the Erosion and Sediment Control fencing at the development limits. Where the tree crown extends over existing pavement, hoarding should be installed at the edge of the pavement. Hoarding must be installed before any construction or site alteration takes place. No grading, soil disturbance, or surface treatments shall occur within the TPZ and no equipment or materials shall be stored inside the TPZ. The location of soil stockpiles, construction storage and staging areas, and construction access routes will be determined at detailed design. In addition to the establishment of the TPZ, the following specifications are recommended to ensure the health and survival of any retained trees: Before the beginning of work, the contractor and qualified arborist, should meet on site to review work procedures, access routes, storage areas and the TPZ or other tree protection measures; Where underground utilities are to be installed, the route shall be outside any TPZ, or tunnelling or boring methods should be used for installation; Some tree roots may extend beyond the tree protection zone. Any root damage occurring during construction should be cut cleanly with a hand saw or pruning shears; Any injury to a tree during construction should be evaluated by a qualified arborist; and Page

In general it is preferable to avoid any tree clearing during the prime nesting period for most birds covered by the Act (April to August ). If tree removal during this period cannot be avoided then the area to be disturbed must be screened by a qualified Biologist for evidence of active nests. If one or more active nests is confirmed, no works will be permitted within the area defined by the Biologist until they confirm the nest(s) is(are) no longer active. If the area is deemed clear of active nests, then the proposed work must be completed within three days.". Where root systems of protected trees are exposed or damaged by construction work they shall be trimmed neatly and the area back filled with appropriate soil to prevent desiccation. Pre-Clearing Operation. Where necessary, trees may be pruned to restore a balanced structure. This work should be done by a Certified Arborist according to established arboricultural best practices.. Prior to site disturbance the owner must confirm that no migratory birds are making use of the site for nesting. TREE INVENTORY & PROTECTION PLAN. Where limbs or portion of trees are removed to accommodate construction work, they will be removed carefully in accordance with accepted arboricultural best management practices.. The Contractor / Owner is responsible for ensuring that all tree protection fencing is maintained throughout the construction period.. o not burn waste near trees or flush concrete truck or cement mixing machines over or near where feeder roots systems exist.. All trees on adjacent private property are to be retained and the tree protection fencing is to be maintained in good condition throughout the construction period.. No surplus soil, equipment, debris or other construction materials shall be placed within the tree protection areas (as defined by the tree protection fencing). SHEET TITLE. All existing trees which are to remain shall be fully protected with fencing as specified of these plans. GLEN ABBEY REEVELOPMENT. The Contractor is to be aware of all existing and proposed services and utilities. The Contractor is responsible for having all underground services and utility lines staked by each agency having jurisdiction prior to commencing the work. VE. The tree protection fence shall be maintained erect and in good condition throughout the duration of the construction project with breaks and any required repairs shall be undertaken as needed so that the fencing remains in good working condition.. The Contractor shall verify all dimensions and confirm all site conditions on the project prior to proceeding.
