2 Questions received from Prospective Proposers and FDOT Answers RFP Title: LOGO SIGN PROGRAM RFP Number: RFP-DOT-15/ JP 1. Question: The total number of Display panels by highway/exit. Occupancy of each Display panel. FDOT Answer: Structure List attached. 2. Question: The current wait list by limited access facility/interchange/category with original application date. FDOT Answer: Logo Wait List Date Attached. Application date not part of report. 3. Question: 3(c) of the RFP describes reports of: a. Size of display panels; b. Capacity of each display panel; c. # logos active per display panel; d. Size of supports of each display panel; e. Date of installation of each display panel. Does the current contract require such reports? If so, can we be provided a copy of the most recent report. FDOT Answer: No current report. 4. Question: 3(d) of the RFP describes annual inspections of each Display Panel. Does the Department have a recent annual inspection it can share? FDOT Answer: Currently under development. 2

3 5. Question: What is the total revenue that the logo sign program generated for the state for each of the last five years? FDOT Answer See below. 6. Question: What has been the total amount of management fees were generated by the current vendor during the term of the contract? FDOT Answer See below. Question: Since the participants are responsible for providing the logos themselves, who is responsible for replacing those logos when they are faded or damaged? FDOT Answer: Please see I OBJECTIVE A. The contractor is responsible for installation of the logos on the signs for the participants and insuring all services related to the logo sign program, are performed in accordance with Chapter , F.S.; Chapter , F.S.; Chapter 14 85, Florida F.A.C.; current publications and revisions thereto of the following: Standard Specifications for Road and Bridge Construction, including Supplemental Specifications; Standard Specification for Structural Supports for Highway Signs, Luminaries, and Traffic Signs; MRP Handbook; Roadway and Traffic Design Standards; Roadway Plans Preparation Manual; The Manual on Uniform Traffic Control Devices; requirements of the Florida Comptroller; requirements of the Florida Department of Financial Services and the Florida Department of Transportation Comptroller; and the contract document. Participants are responsible for the logos. Please Section III Services to be Provided by Contractor: A. All services related to the logo sign program, as listed under OBJECTIVE. C. The contractor shall be responsible for the administration of the logo sign program. 3

4 9. Question: In line with the above question, have the logos for appendix E already been provided? FDOT Answer: These are existing signs with existing logos. 10. Question: Appendix E is quite a list of failed signs, will the awarded contractor be compensated for this extensive expense left from the current contractor? FDOT Answer: Please see Section IX PAYMENTS TO THE DEPARTMENT 11. Question: If billing is annually in October, how will the new contract be funded (contractor compensated) between April and October when the 2016 billing is sent out? FDOT Answer: The existing contractor will pay fees collected to dates to the new contractor less appropriate administrative fees to administer the program during the first year. 12. Question: Who is responsible for no payment by participants? Please see Section I OBJECTIVE FDOT Answer: A To select and obtain a qualified firm for the delivery of all services related to the logo sign program on limited access facilities including Interstate and non Interstate limited access facilities, pursuant to Chapter 479, Florida Statutes (F.S.) and Chapter 14 85, Florida Administrative Code (F.A.C.) and the Department s Florida Turnpike System, pursuant to Chapter 338, F.S., exclusive of certain highways controlled by Expressway Authorities and the interchanges affected by the I 4 Ultimate Project, as detailed in Appendix A E. Perform and submit a marketing study to determine which interchanges qualify for participation in the logo sign program; E. Process annual permit renewals for all existing logo sign permits; Please See Section IIII Services to be Provided by Contractor: Administration of the logo sign program includes insuring proper payment by participants. 13. Question: What was the total billing for 2015 for the current contract in place? FDOT Answer: The estimated gross revenue for the calendar year 2015: $4,463, Note: The Department will typically track data on a fiscal basis, i.e., July June. 4

5 14. Question: Does the Department own the rights to the current websites being used for the logos? If so would taking over that responsibility be something they would consider allowing instead of creating a new one which could possibly be confusing if that one is left accessible? FDOT Answer: Please see Objective, Section I J. Develop a relational database to manage the logo program, of which access shall be given to the department for monitoring; K. Design, develop, and maintain consultant Logo Sign Program web site for public access. Please See Section IIII Services to be Provided by Contractor: A. All services related to the logo sign program, as listed under OBJECTIVE above The current website and database are owned by the current contractor. The new contractor will be responsible for developing, designing and maintaining these items. Page 2, Price Proposal Form states, Additional compensation from the gross receipts may be subtracted from payment to the Department as necessary to bring the entire inventory of mainline and ramp signs up to most current Department design standards. 15. QUESTION: Is it the Department s goal for just the entire inventory of display panels to be upgraded for retroreflectivity or for the entire logo sign structure system inventory to be removed, foundations and all, and rebuilt based on the current design standards? FDOT Answer: The Department intends that during the next contract, 100% of current signs are inventoried annually and all new and current signs are installed, maintained and repaired within the most current Department design standards, and the most current Department prismatic sheeting requirements as well as corrections to any signs deemed deficient due to background color fading or other issues that distract from the aesthetics of the sign. Page 2, Price Proposal Form, 1. I. states, Replacement of individual components per sign (individual components not listed below are to be considered routine maintenance): i. Replacement of structural supports per sign $.1 point ii. Replacement of footers per sign, $.1 point iii. Replacement of breakaway structures per sign, $. 1 point COMMENT: 5

6 Items i., ii. and iii. seem to request a single price for sign installation components, although sign sizes in the logo system can range from 8 x 4 ramp display panels utilizing w6 x 12 beams and foundations to 15 x 12 display panels utilizing w10 x 33, and possibly even larger beams and foundations. 16. QUESTIONS: Would the Department provide a standard size single sign structure for the proposers to use when establishing pricing so the Technical Review Committee can compare pricing apples to apples? FDOT Answer: Sign sizes may vary depending on location: Rule (9), Florida Administrative Code provides: The display panel of mainline logo structures shall be: (a) 15 feet wide by 10 feet high for a full size mainline logo structure; (b) 15 feet wide by 6 feet high for a half size mainline logo structure; (c) 15 feet wide by either 8 or 12 feet high for a combination mainline logo structure. Rule (10), Florida Administrative Code provides: The display panel of ramp logo structures shall be: (a) 8 feet wide by 7 feet high for a full size ramp logo structure; (b) 8 feet wide by 4 feet high for a half size ramp logo structure; (c) 8 feet wide by 8 feet high for a combination ramp logo structure. 1. Are we correct that the cost requested for i., ii. and iii. should include both labor and materials? FDOT Answer: Cost estimates should include the appropriate costs expected to accomplish the task assignment. 2. Are we correct that item i. structural supports, is the price for steel posts fabrication and installation? FDOT Answer: Correct. 3. If so, should i. include the steel stub section which is part of the footers? FDOT Answer: If it is applicable. 4. Please clarify what breakaway structures in item iii. means (i.e. is this the display panel or the entire structure)? FDOT Answer: In response, please refer to Design Standards Index 11200, Sheets 1 and 2 ( as well as Index 11860, Sheet 9 when applicable. Please take a look at the Typical Elevation on Sheet 1 and the Base Connection on Sheet 2. These structures are designed to break away at the base connection. 6

7 Page 2, Price Proposal Form, 1. II. states, Repairs to both mainline and ramp signs based on per square footage cost. i. Display panels (retroreflectivity, panel replacement, background color/fading) $. 3 points 17. QUESTIONS: Are we correct that this item is refurbishing of display panels due to fading sheeting as determined by FDOT and is gauge overlay sheets installed over the existing display panels? FDOT Answer: The contractor will be expected to take actions appropriate to cause the sign to meet the Department s most current design standards for structure, the Department s most current prismatic sheeting requirements, or correct background color fading or other issues that distract from the aesthetics of the sign. If so, are we correct that where existing display panels have overlay panels already installed from the previous refurbishing, the existing overlay panels should be removed before installing the new overlay panels, and this should be included in the pricing proposed? FDOT Answer: Signs that are found to meet the Department s most current design standards for structure, the Department s most current prismatic sheeting requirements, or correct background color fading or other issues that distract from the aesthetics of the sign are not expected to be part of the refurbishment project. The contractor may be required to repair or replace structures if the project manager determines that the structure does not meet the Department s most current design standards, prismatic sheeting requirements, or the Department s minimum level of acceptability for background color fading or other issues that distract from the aesthetics of the sign. The contractor may use extruded panels in lieu of flat panels for motherboard installation and replacements. COMMENT: Are we correct that the cost requested for this item should include both labor and materials? FDOT Answer: Cost estimates should include the appropriate costs expected to accomplish the task assignment. This item is requesting a square footage price for both mainline and ramp signs. As there is a considerable difference is the size of a ramp sign and a mainline sign, typically manufacturing and labor prices for each of these are different due to economy of scale. 7

QUESTION: Can the Department provide a standard size single sign structure for the proposers to use when establishing pricing so the Technical Review Committee can compare pricing apples to apples? III. states, Installation of replacement mainline and ramp sign if replacement is required to bring the sign up to most current Department design standards and the most current Department prismatic sheeting requirements, based on per square footage cost. i. For the replacement of one mainline in one direction, $. 1 point ii. For the replacement of one ramp sign, in one direction, $. 1 point iii. For the installation of one new mainline in one direction, $. 1 point iv. For the installation of one ramp sign, in one direction, $. 1 point 19. QUESTIONS: Are we correct that the cost requested for these items should include both labor and materials? FDOT Answer: Cost estimates should include the appropriate costs expected to accomplish the task assignment. Could you please clarify the difference in items i. and iii. as both are requesting pricing for replacement and installation respectively of one mainline in one direction? FDOT Answer: Replacement refers to the re-installation of a sign where a sign is currently or was most recently erected and must be replaced because it was found to not meet current standards. 8

9 Installation refers to installing a new sign structure at a location where one did not previously exist. Could you please clarify the difference in items ii. and iv. as both are requesting pricing for replacement and installation respectively of one ramp in one direction? FDOT Answer: See #18 Could you please clarify the difference in items 1. I. and 1. III.? FDOT Answer: See #18 Could you please provide examples of when pricing provided for 1. I. would be used vs. 1. III.? FDOT Answer: See #18 Page 3, Price Proposal Form, 1. IV. states, Installation of new mainline and ramp sign with the most current Department design standards and the most current Department prismatic sheeting requirements, based on per square footage cost. i. For the installation of one new mainline in one direction, $. 1 point ii. For the installation of one ramp sign, in one direction, $. 1 point 20. QUESTIONS: Could you please clarify the difference in items 1. III. and 1. IV? FDOT Answer: See #18 Could you please provide examples of when pricing provided for 1. III. would be used vs. 1. IV.? FDOT Answer: See #18 Pages 2 and 3, Price Proposal Form 21. QUESTION: Would the Department please explain in detail how the points will be awarded for pricing both the 8 points and the 1 and 3 point categories (i.e. will lowest bidder get the full points for each category and then 9

10 others get proportional points like lowest bid receives 1 point and 0.5 points for a bid 50% higher than lowest bid)? FDOT Answer: Price evaluation is conducted through the comparison of price quotations submitted for each of the items identified on the Price Proposal Form. The lowest quoted price for each item will be awarded the amount of point(s) associated with each item. The points will be added to the technical score of the proposer with the lowest price. Page 14, 12) Performance Bond states The intended award proposer shall provide the Department with a Performance Bond in the amount of annual gross receipts. COMMENT: The current bond amount is one (1) million dollars and the Department receives the payments from the Customers shortly after receipt. This requirement to increase the Performance Bond to the amount of annual gross receipts will result in higher administrative fees. 22. QUESTION: Would consideration be given to retaining the current Performance Bond amount of one (1) million dollars? FDOT Answer: The Department would consider keeping the current bond amount. This issue could be addressed at the contract phase. The Surety Letter is required to be submitted with the technical proposal. Page 27. (3) (a) states, Appendix B notes the interchanges on non interstate limited access facilities that will be eligible for possible participation. COMMENT: This section references Appendix B which indicates that the potential additional revenue at non interstate limited facilities is between $568,790 and $1,048,260; however, these interchanges are at urban exits that are close together and already containing many signs, leaving limited spacing for additional logo sign structures. 23. QUESTION: Are we correct that although Appendix B lists the number of logo signs necessary to achieve the projected additional revenue, it is possible that only a fraction of those signs will be able to be built due to limited spacing at these interchanges, resulting in much lower additional revenue than the minimum shown? FDOT Answer: The amount noted is an estimate. The actual revenue may be more or less. The contractor will be responsible for analyzing each 10

11 interchange for spacing and potential customers. The contractor will be responsible for marketing and contracting with the local businesses and recommending to the Department where new signs can be erected and where existing signs may be reconfigured to maximize usage. Page 30. (6) states, Design/build new and reconfigure existing logo structures as approved by the project manager. All sign structures will be owned by the Department upon installation and acceptance. The Department may require the Contractor to modify, expand, or construct logo structures to accommodate the maximum number of logos per display panel. COMMENT: Since the cost of building for all eligible businesses, including locations with only one (1) eligible business, could be in the millions of dollars, in 2010, it was established by the Department that a minimum of three (3) businesses in a single category had to apply to participate before the Vendor was required to build a new sign. 24. QUESTION: Will the requirement for a minimum of three (3) businesses in a single category apply before the Vendor is required to build a new sign continue in the new contract? FDOT Answer: This requirement was based in part on the existing contract requiring the current contractor to pay for all new signs out of the Administrative Fees collected from each annual permit. The new contract will provide for the contractor to cover the cost of each task and then allow for deduction of the cost from quarterly payments. The Department will seek the contractor s recommendation and cost analysis prior to approving any new sign installation. Page 30. (6)(c) states, The contractor is responsible for all costs associated with the fabrication and installation of the new logo structures. Page 40 states, Additional compensation from the gross receipts may be subtracted from payment to the Department as necessary to bring the entire inventory of mainline and ramp signs up to most current Department design standards. This will include the installing of new structures. The subtraction of additional compensation must be discussed and approved in writing by the Department prior to any work commencing. Items that can be considered for deduction include: 25. QUESTIONS: Are we correct that the Vendor is still responsible for the cost of all new construction? FDOT Answer: Please see Section IX PAYMENTS TO THE DEPARTMENT 11

12 If this is not the case, could the Department please clarify? FDOT Answer: Please see #25 Page 31. (9) states, Maintain, repair, replace or remove sign structures as approved by the Project Manager within the most current Department design standards, the most current Department prismatic sheeting requirements and maintain background colors or other issues that distract from the aesthetics of the sign. 26. QUESTIONS: Could the Department clarify who will pay for these items as this section addresses routine maintenance, but also lists retroreflectivity and structures not meeting design standards? FDOT Answer: Please see Section XI PAYMENTS TO THE DEPARTMENT. If a structure is structurally sound, but the foundations and beams were installed prior to the adoption of the latest design standards, and therefore are lesser size than would be required if built today, would the Vendor ever be required to replace the foundations and beams at the Vendor s cost? FDOT Answer: Please see Section XI PAYMENTS TO THE DEPARTMENT. Page states, Installation of new mainline and ramp signs. At the end of this contract term, all mainline and ramp sign structures must be compliant with the most current Department design standards, and the Department s most current prismatic sheeting requirements. COMMENT: It is our understanding that only a small number of existing signs have foundations and supports which meet 2016 standards. 12

QUESTION: Are we correct in our understanding that the Department s intent is to replace only the sheeting on the display panels that do not meet retroreflectivity or current standards and not foundations and supports that do not meet current standards, or is it the intent of the Department that the majority of the logo system foundations, beams, and display panels be rebuilt? FDOT Answer: The Department intends that during the next contract, 100% of current signs are inventoried annually and all new and current signs are installed, maintained and repaired within the most current Department design standards, and the most current Department prismatic sheeting requirements as well as corrections to any signs deemed deficient due to background color fading or other issues that distract from the aesthetics of the sign. 13
