E stata da loro consegnata alla UE una lista di p.a. ammessi con i rispettivi r.m.a. autorizzati ed un memorandum, ossia una proposta di accordo bilaterale di esportazione: la situazione si è prospettata drammatica a causa dei pochi principi attivi previsti, tutti piuttosto vecchi, ed r.m.a da interpretare. Infatti, con l applicazione del memorandum, per stabilire il residuo massimo ammesso per una certa sostanza e su una certa referenza si deve cercare tra i limiti russi, se previsti per il prodotto specifico o entro il gruppo merceologico; qualora la normativa russa non contemplasse tra i propri r.m.a. la molecola, si adotterà l r.m.a. previsto dal Codex Alimentarius; se anche qui non fosse presente, verranno applicati gli r.m.a. europei. Per l Italia sono state richieste analisi di laboratorio per l export di mele, pere, pesche e uva da tavola, prodotti sui quali sono state riscontrate, lo scorso anno, frequenti non conformità. La Fed. russa chiede inoltre l implementazione (da parte dei Servizi Fitosanitari o del Mipaf) di un sistema di controllo specifico per le spedizioni in Russia. Ora sono in atto trattative tra UE e Fed. Russa: l UE propone una lista di r.m.a armonizzata con i residui previsti dalla propria normativa. In attesa di accordi definitivi tra le parti, nel sito Apo Conerpo, sezione R.M.A., è disponibile la tabella riassuntiva predisposta da Freshfel. Riguardo la lista degli esportatori autorizzati, le autorità non hanno ancora inviato ai russi i nominativi delle aziende italiane. Relativamente alle analisi sui residui di antiparassitari, la lista dei laboratori accreditati (in un primo momento solo gli ARPA) è stata integrata con i laboratori privati. GOST: certificazione che esiste già da tempo e corrisponde alle nostre ISO. Noi non abbiamo mai avuto a che fare con il GOST in quanto è l importatore che si certifica, sollevando dall onere il produttore. Nel caso in cui il produttore decidesse di contattare direttamente i distributori russi, deve dotarsi della certificazione.
