9 Volume 18 Issue 24 Jun 04-10, 2017 Global Cashew Market at a Glance India The GST council has reduced the proposed tax on cashew nut as well as cashew nut in shell from 12 percent to 5 percent in its 16 th meeting on June-11, after receiving representations from various associations in this regard. Earlier the VAT on cashew nut was levied in the region of 5 and 6 percent. The next meeting of GST is scheduled on June-18 to sort out any other missing links before the roll out of GST one nation, one tax. We are thankful to ministry of finance, GST council chairman and other members for having agreed to reduce the rate of cashew nut from proposed 12 % to 5% in the GST regime, which is to be implemented from July Cashew kernel price in Tuticorin FOB remains unchanged at previous level. In the domestic market also prices for various grades remain lacklustre ahead of GST roll out as traders unwilling to hold stocks with them. RCN price in the domestic market remains firm as most of the produce already reached the markets. US The US cashew kernel imports in the first four months of 2017 totalled 39,436 tonnes as against 34,098 tonnes imported during the same period in In fact first four month imports figures were next to 41,301 tonnes imported in 2005, which signals no slow down in the world second top consumer of cashews. During April-17 US had imported tonnes as against 9169 tonnes imported in April-2016, reported an increase of more than 20 percent. Cote d Ivoire Since the beginning of the season roughly 600,000 tonnes of RCN hit the markets. At present the produce reaching the market yards were of poor quality (42-40 lbs). The pace of arrivals is slowing down. CNSL update Mangalore-Karnataka: CNSL price remain unchanged at INR 23.50/kg. Cake is fetching around INR 4.10 and shells are costing about INR /kg. Source: Cashewinfo.com Cashew Market Commentaries from Experts The cashew season has ended in all origins in India with not much holding left with the growers. Maharashtra and Goa had witnessed good arrivals this year, while Kerala, Karnataka and Andhra being normal. The sudden flow of arrivals in the months of March/April stunned the industry and everybody thought that the prices would fall drastically. This also dissuaded many from buying imported raw seeds. To everyone s dismay, the prices in fact bottomed out soon and the industry could not cover raw seeds adequately. The confusion prevailing because of the introduction of GST has kept the domestic prices of kernels in check. But is it to be presumed that once the transition is over, the more realistic scenario will emerge. Looking at the poor availability of raw seeds with the processing units 9

Buyers are relatively relaxed although they are likely to need some further cover as the week progress. This may take the form of filling in gaps rather than major moves. Crops overall look to have met expectations with the exception of Vietnam where the worst forecasts seem to have been overstated having been initially understated giving the impression of either a very poor market information system or a deliberate manipulation of the trade forecasts. There is still some way to go in evacuating the balance of the rcn from West Africa and nothing should be taken for granted. Demand wise with US imports for the first four months at the second highest in history there is little indication of a slowdown. It will be some time before current prices impact demand at retail level in the West although they already have in India. Will prices be sustained at these levels until they can impact demand in Europe and the US? It is difficult to say, but the balance of supply/demand seems to suggest a price correction will come first, if buyers have the patience and ability to wait. There is likely to be resistance from buyers, but then they do not always have a choice. Source: Jim Fitzpatrick It seems that the cashew market has arrived in more quiet waters. The increasing of prices has stopped, shortage of RCN has been halted and demand has also settled down. The RCN afloat is traded at easier levels than RCN being offered from Africa. A lot of cargoes have reached Vietnamese ports and importers do not have money to take the cargoes out of the ports due to recent strict policy applied by banks here. Prices of imported Rcn softened have seen during the week as packers need to move the Rcn to get the cash. It is easy for those who are interested in buying Rcn for processing for the time being and trades were done for Rcn quietly. Kernels markets were also quiet as most of buyers withdrew from the market. Limited trades were done under 4.90 per lb fob W320 for prompt and nearby shipment. It is reported that US buyer bought W240 at usd 5.25 per lb fob for June and July with selected packers. The entire market was quiet. There are a lot of W240 offers available on the market due to good outturn from production, around 25/30% of whole white kernels but US buyers can not buy such large quantities. Due to no interest, sellers come under pressure to lower their prices and sell their product to get money to finance their purchases of new raw seeds for processing. If buyers can stay out of the market a bit longer, we might see a further decrease in kernel prices although not too much. We expect, as the prices of RCN remain high and the processors bought at high RCN prices and either have to accept a loss than or insist on todays price levels. The lower prices offer from Vietnam,the less deals were confirmed. Buyers are not sure when the prices will be stable. Price during the last week are WW240 at usd/kg, WW320 at usd/kg and WW450 at usd/kg. 11 Volume 18 Issue 24 Jun 04-10, 2017 Guinea Bissau We are now in the final weeks of the cashew season in Bissau and the RCN price still remains on its high perch of 1100 cfa per kg with no signs of falling. The courts have struck down the new taxes imposed this year, but the authorities are still insisting on collecting the same. So exporters are paying all the new taxes and levies and exporting goods, as no one wants to hold stocks in warehouse indefinitely. There is still no parity between fob prices and bush prices. But all stocks of RCN that arrive in Bissau are immediately picked up. One reason cited for this paradox is the increased number of players who are sitting in Bissau today. Cote d Ivoire In Côte d'ivoire, where the campaign is gradually coming to its end, very few stocks are still available within the country with very few buyers on the ground. Most of them left for Guinea-Bissau and some are still in the port city of Abidjan where raw nuts are offered in the range of 600 to 850 FCFA / kg (USD ) depending on the quality of the product. At the farm gate level, a downward trend in prices has been observed in recent weeks as several buyers have withdrawn from the bush, so the few stocks available vary between 500 and 700 FCFA (USD ). Moreover, the rains started a few weeks ago and this also has contributed to the drop in prices, because of the lower quality of the nuts. In the past six weeks W320 prices had traded in the narrow region of USD 5 and 5.25 per lb and in the coming weeks may confirm further direction of the trend. Most of the stocks were out in the markets as monsson season commences in Kerala, Karnataka and Mumbai and may soon spread to other parts of India. 12

14 Volume 18 Issue 24 Jun 04-10, 2017 Almond and other tree nuts report: Delhi's Khari Baoli market for the dry fruits & nuts last week closed for trading of Almonds at INR /40Kg for 70% Sliding Scale Basis. For Private Packers with BD at INR /40 Kg levels. The prices traded for private packers are equivalent to US$ /lbs (Range depending upon packer to packer).kernels prices remained depressed and closed at INR /kg. For FAQ qualities with Hand Picked or Fancy trading closed the week at INR /kg. Currency remained stable and settled around INR against the US dollar. Position report for the Month of May 2017 was announced by the Almond Board of California on June 9 th,wherein California handlers shipped +170 million pounds compared to last year s 178 million pounds for a decrease of a mere -4.1 percent. The rally was led once again by shipments to domestic buyers which increased by 5.3 million lbs to 58.6 million lbs, the downside was led by the third world export markets i.e. China (down 10.8 million) and India (down 5.4 million if we include Pakistan here), with the UAE (down 3.1 million) also showing weakness. Year-to-date shipments now totalled million lbs, up 18.1% versus shipments of million at the same time a year ago. New crop commitments are listed at million lbs (a little under 10% of the anticipated crop). Current crop commitments are reported at million lbs, down from million lbs at end of April, and inferring new sales of million lbs for the month. Not much of reaction has been seen from the markets on India s low numbers, while importers in India have been estimating around same, in fact the markets were a bit bearish look due to low demand as traders are going hand to mouth and they do not want to carry any stocks from June to July month before the implementation of GST. New crop s final estimate is expected on July 6 th, 2017 and buyers have made up their minds of it being higher than 2200 Million Lbs and thus are putting pressure on sellers to drop prices. Indian s do not prefer to buy August shipments at premiums as unless shipped in 1 st week or else will not be able to service this year s Diwali. Prices for most of the varieties offered are looking southwards in the past 2-3 weeks. China has largely been inactive due to the crackdown on Importers and India has been struggling to come to the terms with the new Indirect Tax Reform (GST) and a higher rate of 12% especially on Almonds, Pistachio s, Walnuts and other Dry Fruits. GST council s 16 meeting was held on June 11 th in Delhi where in about 133 representations on tax reductions were taken up for discussions. 66 out of 133 products have been revised from higher to lower tax slabs. Cashews and Raisins Tax rates have been reduced from 12% to 5% which is good news for our Industry, but for Almonds, Pistachios, Walnuts & other Dry Fruits/Nuts are still under 12% Tax Slabs for which many trade associations are trying to get them reduced, by citing Cashews. The next meeting is scheduled on June 18. Domestic prices for Pistachios, Cashews and Walnuts were also depressed with no demand. The prices for Pistachios in Iran Long Varieties are all time high and with very less availability. California origin is 14

15 Volume 18 Issue 24 Jun 04-10, 2017 the only available sellers. Cashew Prices have also seen some correction on low demand due to GST s fear. NIA (National Investigation Agency) raided many prominent business players in Jammu & Kashmir, Haryana & Delhi in the last 10 days against the LOC barter trade between the so called IOK & POK from where POK based traders were pushing in Almonds, Pistachios & Walnuts to India without paying any import duties for which our trade associations have been fighting a legal battle in the High Court of Delhi over the past eight years. These raids will act as major deterrent for traders in Delhi, J&K to trade in Nuts as it has been proven that nuts traded under barter scheme are not produce of Kashmir of either side. This would eradicate the price distortions and will bring every one of a level playing platform. Markets is the last 2-3 weeks have been disturbed due to GST rates & its implementations, NIA Raids and low demand, We are hopeful that this stressful period will pass very soon and the buyers will be back with enthusiasm with the reforms in place. Cashew W320 traded at Delhi, settled unchanged at INR 800 per kg. Price of Walnut kernel unchanged at previous week range of INR 800 and INR 1300 per kg. Traders were not willing to hold stocks with them ahead of GST implementation. 15

As widely expected the RBI has kept interest rates unchanged during last week monetary policy meeting. UK pound tumbles on Friday after the ruling party failed to register simple majority in the recent elections by a thin margin. Further move on rupee will depend on the macro economic data (IIP and CPI) later in the day. Indian rupee last week traded in the region of and against the dollar and settled stronger at on 09 June. Support is seen in the region of 64 and then at Resistance is seen in the region of and levels. Only above will signal further weakness in rupee. 23 CASHEW WEEK A WEEKLY NEWSLETTER Volume 18 Issue 24 Jun 04-10, 2017 An Exclusive Interview with Ms Kone Minata, CEO, SOTRIA-B, Burkina Faso, at the World Cashew Convention, Feb, 2017, Singapore Could please tell us more about your cashew processing plant as well as the various products you process? SOTRIA-B was established in 2003 in Banfora, Burkina Faso, and its activities began in 2006; since 2006, the factory has been processing cashew nuts into white kernels, which we sell it to international markets. We went through several markets, starting with the sub-region like Benin, Nigeria, Côte d'ivoire and we also evolved towards the Maghreb, then the Middle East and we subsequently had a good market in the European Union. Today we export kernel to the United States. What are the measures initiated by the Government of Burkina Faso to improve the yield of raw nuts? In Burkina Faso, we can say that things have changed a little bit, producers are accompanied by several NGOs working in the field, projects and even government through the Ministry of Research to improve the yield at the plantations level. The quality has evolved in Burkina in recent years with the KOR ranging from 46 to 49, which was not the case few years ago; the moisture content is very low considering sunny weather in Burkina-Faso. Overall, the quality of Burkina Faso RCN has really improved in recent years. The marketing year for 2017 will soon start and how it is going to unfold in Burkina Faso both in terms of quality and quantity? Is the climatic conditions are favorable? The 2017 campaign was somewhat premature, the first nuts were available since the month of January, a great first. This can be very beneficial for Burkina Faso, because in January-February it is not yet hot, so this could have a positive impact on the production, flowers will not dry and production will be good. Regarding the measures taken by the government, this has evolved over the past two years; we work with the Ministry of Agriculture, Trade and Industry, which accompany all the links, as well as in processing. The government has made a commitment to accompany the players to regulate the cashew market in Burkina Faso during the campaign. Steps are being taken; a partnership agreement between the actors under the umbrella of the inter-branch allowed and will enable this year to secure supply at the level of the processing units. So we can say that in Burkina Faso, things are changing fast. 23

24 CASHEW WEEK A WEEKLY NEWSLETTER Volume 18 Issue 24 Jun 04-10, 2017 Among the various measures that the government is taking, are there subsidies/incentives given to processors according to the quantities of kernels they produce to encourage more processing? For now, we are not there. First of all, we want to allow the various processing units that are on the market to be able to work, because over the last two years, we had very difficult situations. Units have closed; some have worked at idle, putting thousands of women out of work. I think we are currently solving this problem. The next step is to think about how to support these troubled units. Projects are already in place and in 2016 we had decided to provide support to these units, through equipment and investments to reduce their suffering. We hope that, as the actors are engaged, the government is also committed to being at the sides of the players in order to resolve these difficulties and make this sector a leading commodities chain in Burkina. What are your expectations for this third edition of the World Cashew Convention? I am here on two counts, representing ACA and also for Burkina Faso. As for the ACA, which is the African and continental cashew platform, we want to convey a strong message. We want to make it clear to all players in the cashew world that ACA's vision, which celebrated its 10 th anniversary last year in a rather troubled cashew environment, has changed, the approach will change, the approach towards actors and governments will change; this is not a questioning, it is so that the ACA adapts to the new environment of cashew in the world. There is a new committee in place. The President, who is from Guinea Bissau, has asked me to convey his greetings to all the participants in this conference and to invite all the players in the cashew world to the 11 th conference of the ACA to be held in Cotonou, Benin during September We would like to tell all exporters and traders of raw nuts that Africa must reduce its poverty rate, Africa no longer wants to see its children and grandchildren die as they cross the Mediterranean to look for a better future in Europe. The Cashew sector can bring a little hope to all of them, and the new ACA executive committee will begin to advocate with the governments of the producing countries in order to consider this sector as a stepping stone to reduce what we observe every day. ACA invites all those who are in the export business of raw nuts throughout the world to come and invest in Africa. We know what is happening on the ground and the Executive Committee has decided to approach all governments to facilitate the work of partners who live far and invest in Africa so that these plants can function well and create jobs and wealth in all countries.
