Add 1 tablespoon cooking oil and 1 tablespoon butter to bottom of pot. Add beef to pot and brown on all sides, approximately 10 minutes. Using a slotted spoon, remove beef from pot and reserve on a plate. Place onions, garlic, carrots, and celery into stockpot. Sautee for 8-10 minutes or until the vegetables begin to soften. Add remaining butter, and flour to pot and allow to thicken and cook for 2 minutes. Add beer and bring to a boil. Add beef back to the pot, as well as beef stock, bay lves, and thyme sprigs. Bring back to a light boil. Reduce ht to medium-low and allow to simmer with the lid on for 1 hour. Place potatoes into mixture and simmer for an additional hour. Before serving, remove lid from the stew and allow to thicken for approximately minutes.
