5 THAILAND September 4, -Government approves rice pledging budget The cabinet has approved a total budget of 270 billion baht for the government s rice pledging scheme, Deputy Commerce Minister Yanyong Puangraj said on Tuesday. Despite opposition party criticism that corruption is blighting the scheme, the Pheu Thai-led government opted to carry on its vote-winning populist policy for the /14 harvest season, albeit a toned down version, as proposed by the National Rice Policy Committee. The pledging price for in-season normal paddy has been set at 15,000 baht/ton for white rice and 20,000 baht / ton for Hom Mali, or Jasmine rice, capped at 350,000 baht per farming household. The rice programme for inseason paddy runs from Oct 1, to Feb 28, 2014 The price for off-season paddy has meanwhile been set at 13,000 baht /ton, with the value capped at 300,000 baht per household. The off-season programme will run between March 1, 2014 to Sep 30, Varathep Rattanakorn, PM s Office Minister, said the government plans to purchase 16.5 million tons of rice in the /14 harvest season, with an expectation that losses will not exceed 100 billion baht. When Yingluck Shinawatra took office in 2011, the government vowed to accept all grains into the scheme, which pays farmers as much as 40% above market prices for their rice. After the first 2 years of the rice pledging scheme, the government had bought more than 18 million tons of unmilled rice. The exact amount of rice sold has not been confirmed, but government figures indicate around 10 million tonnes are still held in stock. When government launched the programme, ministers said it was necessary to improve the living standards of farmers and predicted that the scheme would push up the price of rice on the global market. But the global rice price has not increased because major rice producing countries India and Vietnam have had good harvest years and a surplus of rice to offload. The price of Thai five per cent white rice now is around US$442/ton, much lower than $700 expected by the government. The scheme has incurred huge losses, but there are currently no precise figures on the deficit. Supa Piyajitti, deputy finance permanent secretary has been appointed to chair a committee tasked with accounting for the scheme. The government admitted losses of 136 billion baht from the 1 st year of the scheme. However, total losses to date could be closer to 220 billion baht, if the main crop is taken into account. Since government took control of rice trading, exports of Thai rice have dropped continuously from million tons in 2011 to 6.73 million tonnes in For the first seven months of, the country shipped a total of 3.61 million tons of rice, compared to 3.8 million tons in the same period of 2012, according to the Thai Rice Exporters Association. Rice Export Update Unofficial rice exports (excluding premium white rice and fragrant rice) for August 12-18, totaled 47,026 metric tons, down 19,535 metric tons from the previous week, and down 4,540 metric tons from the 4 weeks moving average of 51,566 metric tons. 5

6 Exports of white and parboiled rice from January 1 through August 18, totaled 2,039,594 metric tons, down 36 % (3,164,861 metric tons) from the same period last year. Total rice exports (including premium white rice and fragrant rice) from January 1 through June 30, amounted to 3,059,337 metric tons, down 12% (3,470,642 metric tons) from the same period last year. 7 VIETNAM VFA proposes stockpiling more rice The Vietnam Food Association (VFA) has proposed the government allow businesses to purchase an additional 300,000 tons of rice from farmers to stabilize its prices in the domestic market. The purchase will last a month, starting on September 15. The move came after Thailand, one of the world s leading rice exporters, surprisingly lowered the prices of its 100B rice from US$430 to US$380/ton, which had an immediate and substantial impact on the global rice market, including Vietnam. In June- July local businesses bought 1 million tons of rice from farmers for national reserves to support farmers and stabilize the price of rice for export. However, VFA Chairman Mr Phong said only 200, ,000 tons of the stockpiled rice have been exported, meaning businesses now suffer a loss of US$30/ton (equal to US$24 million in total) due to the Thai sales decision. INDIA FOOD BILL India's upper house of parliament has approved plan to subsidies food for two-thirds of the population. The Food Security Bill proposes to make food a legal right and seeks to provide 5kg of grain every month to some 800 million poor people. The bill proposes to provide a kilo of rice at three rupees (six cents; four pence), wheat at two rupees and millet at one rupee. The scheme is likely to cost 1.3 trillion rupees ($19.7bn; 12.6bn) every year. The lower house of parliament passed the controversial bill last month. It will now go to President Pranab Mukherjee for approval to become law. But parliamentary approval is needed before 6 September - when the current session of parliament ends - for it to remain lawful. 7
