7 FAIRVIEW/CLEARHILLS EARLY CHILDHOOD DEVELOPMENT COALITION EARLY DEVELOPMENT INSTRUMENT The Early Development Instrument (EDI) is a standardized tool that measures the development of five year old children based on children s social, emotional, physical and intellectual development. Across the province of Alberta, since 2009, kindergarten teachers have evaluated over 70,000 children. According to the most recent EDI results, nearly 29 per cent of kindergarten aged children in Alberta are experiencing difficulty in one or more of these five developmental domains. In the Fairview/Clearhills region 35 percent of our kindergarten children are experiencing difficulty. As part of our ongoing commitment to the children of Fairview/Clearhills, we are sharing information that will help in your understanding what activities will help your child s development, as well as advise of programming in our communities with one or more of the developmental domains in mind. Where you see the symbols by the programs you will know what domains they primarily focus on. PROGRAMMING IN OUR COMMUNITY Hines Creek Playschool Society: Playschool programming for 3-5 yrs. 9 ANIMAL CONTROL The Town s Animal Control Bylaw dictates that an owner of an animal is guilty of an offence if: the animal is not licensed barking or howling disturbs others the animal causes property damage the animal is in an area where a sign prohibits pets the animal bites, attacks, barks at or threatens a person or another animal the animal defecates on property not belonging to the owner, and the defecation is not immediately removed and disposed of in a sanitary manner Dog and cat owners are ultimately responsible for their pets. Please, respect your neighbors, take proper care of your pets and limit yourself to what you able to handle. Your neighbors have a right to peace and quiet in their homes and to be able to walk the streets and trails without being annoyed or frightened. Town of Fairview SIDEWALK SNOW REMOVAL Bylaw 937/TR/2009 BYLAW EXCERPTS: Property owners shall be responsible for removal of snow, ice, dirt, debris or other material within 24 hours in commercial areas and 48 hours in residential areas. No person shall place snow, ice, dirt, debris or other material onto roadways or other public places. This includes boulevards or other such areas, as well as the private property of other individuals. The complete bylaw may be viewed at Failure to comply with this bylaw can carry up to a $100 fine. The Town of Fairview may carry out removal of snow, ice, dirt, debris or other material with all costs involved being charged to the owner of the property. 10 Clear Hills County Located 630 kilometres north of Edmonton in the beautiful Peace Region of north western Alberta, along the British Columbia border, Clear Hills County has plenty to offer. The mighty Peace River forming part of the southern boundary, and the Clear Hills to the north, are natural features that contribute to the charm and appeal of the County. Driving through the County on Highway 64 is a beautiful alternative route to Alaska and British Columbia, providing the opportunity to pass through two stunning river crossings; the Clear River and the Beaton River. This well maintained highway is the road of choice for those seeking picturesque scenery and is known for sightings of deer and other wildlife and its vast boreal forest. CLEARDALE GOLF COURSE Located on Hwy 64, 5.5 kms west of Cleardale. Nine holes, sand greens, and picnic area. GEORGE LAKE 4.5 kms south of Hines Creek on Hwy 64. Wonderful boating lake, great for water skiing. Boat launch, swimming, beach area, horseshoes, playground, picnic shelter, large camp stalls. Home of the George Lake Music Festival. Excellent birding area. HINES CREEK GOLF COURSE Nine challenging holes set on a beautiful treed property 6 kms south of Hines Creek just off Hwy.64. Hines Creek meanders through the course, coming into play on five holes MANY ISLANDS 6.5 kms southwest of Worsley off Hwy 64. 12 Town Utility Bills Your utility bills are mailed out at the beginning of each month (for the previous month s consumption). New radio frequency meters have been installed in almost all of the households and businesses. You will receive an accurate monthly bill for actual consumption. After the actual reading, you will be charged $2.95 per cubic meter for residential accounts and non-residential accounts. In addition to the consumption rate for water you will be charged a flat rate for the Sewer service for residential and non-residential accounts. Our Capital Replacement fee has gone back to a flat monthly fee. If your bill is exceedingly high, check your toilet(s), faucets, humidifiers, icemakers and outdoor taps for leaks. We are pleased to offer our residents the option of paperless billing. This means that you would receive an copy of your bill each month instead of the paper copy in the mail. As an incentive to sign-up for this service, there is currently a $5 credit on your first utility bill upon signing up. To avoid the dreaded Blue Note we also have a preauthorized payment plan that debits your account on the 20th of each month. This debit can only be from a valid bank account. This saves you from forgetting to pay your bill by the end of the month. The current utility bylaw may be viewed online at 12

27 GARBAGE & RECYCLABLES COLLECTION All residential garbage and recyclables are collected on Wednesdays by Prairie Disposal s automated collection system. Every residence has been allocated one black bin for household waste and one blue bin for recyclables. The bins are provided at no charge, however if a bin is lost or damaged, the resident will be responsible for the replacement cost. Place both bins on the street with wheels touching the curb, one metre of clearance between each bin and any other object, such as a vehicle. What can go in the black garbage cart? Any bagged household garbage that you would normally place out for collection should be placed in the black cart. Absolutely no hazardous materials or loose garbage. What if I can t get all my garbage in the cart? The equivalent of three bags will fit in the cart. If your cart is overflowing (lid will not close), it will not be collected. Additional bags placed at the curb will be picked up if they have a bag tag sticker which can be purchased at the town office. What can go in the blue recycling bin? Newsprint, heavy paper, mixed paper, box board, cardboard, rinsed food cans, rinsed beverage containers, hard plastics #1 to 7 and deposit items. What should not go into my blue recycling bin? Plastic toys, bubble wrap, plastic bags/film, styrofoam, glass, ceramics, toxic items, electronics, small appliances, diapers, scrap metal or wood, food or yard waste, unrinsed food containers, soiled paper (used tissue or paper towel, pizza boxes smeared with cheese etc.), soiled containers. Please remove your emptied bins from the street the same day. This is crucial for both snow removal purposes and general neighborhood courtesy. 27

KidSport provides support to children in order to remove financial barriers that prevent them from playing organized sport. Funds are for children from low-income families. Residents of Fairview, the MD of Fairview, Hines Creek and the MD of Clear Hills are eligible to apply. Funds are only for activities that demonstrate a sustained sport experience with qualified instructors. Cultural and recreational activities will be considered (KidSport Fairview fundraises for these separately.) KidSport will issue funds only to recognized organizations on behalf of the individual. There is a maximum amount of $200/calendar year/athlete. Only children ages 5-18 are eligible. Applications for programs that are already complete will not be issued. The fund distribution review committee will endeavor to process applications within 30 days. All applications are kept in strict confidentiality.
